PARR BOARD MINUTES
OCTOBER 7, 1991
George Lindy reported that he made a visual inspection of the area.
He noted how wide the easement is and commented that plan A-2 looks
to be the cheapest, and just using shrubs and trees to bound along
the houses would be nice and could probably add to the value of the
property compared to what it looks like now. Mr. Lindy doesn't see
a need to make an off street walk -way near Ulmer, the houses are
too close to the street. He feels the same with going South on
Antelope Drive. After his visual inspection, he sees no big problem
with accessing to Sunrise Park from Ulmer to Antelope Drive.
Marty Asleson stated that there will be a need for a stop sign on
Ulmer and Second Avenue. Second is a Municipal State Aid Road, and
Marty will have to research and see if it is possible to do so. He
says that a crosswalk could be put in, he's not sure about a stop
sign, although he's guessing that it cannot be done.
Ken Johnson commented that he is concerned mainly in the crossing
going down side streets, he sees no problem in utilizing the
streets.
John Baumann feels there is no problem with traffic now, but there
'~ may be in five years. He thinks that there may not even be a need
for a stop sign now, and the traffic issue could be addressed at a
later date when the traffic becomes more evident.
George Lindy brought up the matter of using signage with arrows to
direct traffic to the park. He feels the idea is to create a simple
way to the park. Don Volk commented that signage is ok on a short
term, "we could put up a map sign."
George Lindy again read from the previously mentioned memo from
Bill Nissen in which Mr. Nissen gives his opinion of the trail
being discussed at this time. Mr. Nissen comments " After I spent
some time viewing the possible options for access to Sunrise Park
from the Wenzel Farms development, I have come up with the
following -- ......" 3) The option of a trail that follows the most
direct route following existing roadways seems to be the most
usable option. I would tend to favor the route using Ulmer and
Antelope. This route would also serve residents to the north in the
Sunrise development, as well as the Wenzel Farms development."
Don Volk advised the board that a recommendation should be made to
the council.
RECOMMENDATION•
Ken Johnson made a motion to recommend to the council that the
,. easement between lots 4 and 5 on the eastern and of Ulmer's Drive
towards Wenzel Farms Addition be purchased for park use also, in
5
