PARK BOARD MINUTES <br />SEPTEMBER 5, 1991 <br />The September meeting of the Lino Lakes Park Board was called to <br />order by Vice Chairman Ken Johnson at 6:35 PM on Thursday, <br />September 5, 1991 at Lino Lakes City Hall. Roll Call was taken, <br />members present were Bill Nissen, Ken Johnson, John Baumann and <br />Candi Toffoli. Also in attendance were Marty Asleson, <br />Superintendent of Parks, Recreation and Forestry, and Parks <br />Secretary, Carole Kohler. Chairperson George Lindy was in <br />attendance at 6:40 PM. <br />The minutes of the August 5, 1991 Park Board meeting were approved <br />as mailed. <br />OPEN MIKE: No one appeared under Open Mike <br />OLD BUSINESS: Mr. Rick Gray , a landscape architect with the firm <br />of Toltz, King, Duvall and Anderson (TKDA) , who was originally <br />'� scheduled to appear later in the agenda was moved up to this time. <br />Mr. Gray has been working on the matter of trails in the Wenzel <br />Farms development. He stated that there are two issues involved <br />here, feasibility and cost. The objective is to link up the Wenzel <br />Farms development to Sunrise Park through a trail system. Mr. Gray <br />displayed a large map with three different trail plans coming <br />in/around Wenzel Farms, plans A, B and C. All of these would <br />require coming from the Wenzel Property on the east to join up with <br />Ulmer Drive, and going between certain lots on Rice Lake Lane to <br />get to Ulmer. <br />There are actually two different versions of plan A. A-1 - would <br />take advantage of the existing right -of ways and utility <br />easements. The length of this trail system would be 3300 ft. and <br />the cost would be approximately $20,000. to $35,000.00. This plan <br />would include an 8 ft. off street trail and some landscaping. The <br />trail would come across Ulmer Drive to Second Avenue then south to <br />Glenview into the middle of the park. Mr. Gray explained that there <br />are some good reasons for using this plan, it is a centrally <br />located trail, and the character of it would lend itself to the <br />neighborhood trail type rather than the bike trail type. One <br />disadvantage would be that it would necessitate going through some <br />front yards and would take a lot of "P.R." work. <br />Plan A-2 - is almost the same as A-1, but would be an alternate <br />route to Sunrise Park using Ulmer Drive to Antelope, and entering <br />the park from the north. Mr. Gray explained that this plan would be <br />cheaper, the distance is about the same as A- 1. The trails would <br />01 <br />
