PARR BOARD MINUTES <br />SEPTEMBER 5, 1991 <br />be the "in street" type, made of bituminous. Approximate cost is <br />under $10,000.00, or even possibly $5,000.00. <br />Plan B - would be the trail going through wet land. The trail <br />would only be 2500 lineal feet, but more expensive. The cost would <br />be $80,000 to $85,000 and would include a 7500 foot boardwalk <br />through the wetland. Advantages would be: it is the shortest <br />distance to get to the park, it could be a nature trail setting, <br />there is no traffic to deal with in this plan, it would be a very <br />pleasant situation for a pedestrian link, and fewer residents would <br />be impacted. Disadvantages would be: boardwalks don't lend <br />themselves well to bike traffic, the high initial cost, and <br />boardwalks require ongoing maintenance. There would also be some <br />cost of obtaining a few easements, and also some permits, possibly <br />dealing with the D.N.R., the Watershed District, etc. <br />Plan C - would be to use City land going south to Highway 49 and <br />the right-of-way to Second Avenue and going into the park from <br />Glenview Drive. This would be approximately 3500 lineal feet, the <br />cost about $45,000 to $50,000, depending on the soil correction. <br />The advantages are: all the trails would be off road, this plan <br />could have a greater potential for a city wide link, there would <br />probably be minimal residential opposition. It would be a nice <br />pleasant drive, kind of the back road type. Disadvantages are: that <br />the trail is next to the highway so it would be noisy for any <br />walkers on the trail, it would mean going further to get to the <br />park, however there would be only one easement needed. It would <br />also require getting permits from the D.N.R., the Watershed <br />District, and the Corps of Engineers, that could mean additional <br />costs. This trail lacks a neighborhood connection. It could be a <br />mix of high ground (fill) and boardwalk, there are several options. <br />Mr. Gray then finished his presentation and asked for questions <br />from board members. Candi Toffoli asked how hard it would be to <br />obtain the necessary permits for plans "B" and "C". Mr. Gray <br />explained that it would not be too difficult for plan "C" , but <br />plan "B" would require closer work with the D.N.R. to show that we <br />are not damaging the wet lands. <br />Bill Nissen inquired as to any plans for Second Avenue noting that <br />it's "very wide". Marty Asleson explained that this will be a State <br />Aid Highway, there may not be a cross walk here. He will try to get <br />more information concerning this. Marty Asleson commented that he <br />thinks the biggest problem here would be in obtaining easements <br />from the residents with yards nearest the park. <br />2 <br />
