TO: All Park Board Members <br />FROM: Marty Asleson <br />DATE: July 31, 1991 <br />SUBJECT: Menkveld Forest Development/Neighborhood Concerns <br />Steve Leese who lives at 74 Marvy Street recently contacted me to <br />site concerns about a park in their area. It seems that Mr. Gary <br />Uhde, in his meeting with the neighborhood group for the Tilsen <br />Property, told the neighborhood that the Park Board was not <br />interested in a park in this area. If you recall, this was <br />discussed at the June 3, 1991 Park Board meeting. It was decided <br />then that since we had park land to the north on Leonard and <br />Bradley (2.5 acres) and 7.5 acres a little more than one quarter <br />mile north of Bradley, west of the proposed Laurie Avenue, south of <br />Thomas, that we did not need another small parcel. This would serve <br />4000 to 5000 people. Our standards, it was discussed, states that <br />we should provide 8 - 10 acres of park land within one half mile or <br />so radius of housing. Actual Met standards are somewhat higher (for <br />10 - 25 acres, 4 - 5000 people.) It is unfortunate that these land <br />parcels are not continuous and perhaps a land exchange might be in <br />order. (Our comprehensive plan will address this issue.) <br />I discussed these issues with Mr. Leese. He has been designated the <br />neighborhood spokesman and reports the neighbors are concerned <br />about the influx of development, children and the need for a park. <br />After another discussion, it was noted that the whole issue <br />revolves around playground amenities (park). The area on Leonard <br />and Bradley has had a limited amount of playground equipment, and <br />needs upgrading. <br />I did point out to Mr. Leese that there are many developments going <br />in Lino Lakes now, some of them in much higher density housing <br />areas ( this creating more need), and that we would like to upgrade <br />or develop them all at this time. I also informed him that the Park <br />Board ultimately sets priorities. <br />Mr. Leese will be present with neighborhood residents to discuss <br />this issue under open mike. Enclosed is a map showing the areas of <br />concern. <br />
