Mr. Birch explained that because of the upper <br />price bracket of these homes, they will be more marketable if the <br />trails are privately maintained. He pointed out that this area has <br />always had a lot of trespassers and attracts a lot of unsightly <br />dumping, and he thinks that if he is to control it in the future, <br />it would be wise to get people used to the idea of this being a <br />private area from the beginning. <br />George Lindy reminded Mr. Birch that the City requires a connecting <br />trail system, that this be will necessary as a link to the rest of <br />the city trails. He suggested that the city could put up signs <br />restricting certain types of traffic from this area. Mr. Lindy <br />wondered about the history of other developments that have jogging <br />trails and foot paths, etc. <br />Ken Johnson asked Marty Asleson about any city ordinances <br />concerning this. Marty will check on this. He (Marty) suggested <br />perhaps the city could put up signs or add to them something about <br />no motorized traffic allowed, etc. <br />Mr. Birch then pointed out that the location of this development is <br />at the end of the community , and he would be able to put a loop <br />from this phase of the development going into the next phase. <br />George Lindy pointed out the very nice executive type homes in the <br />Reshanau Lakes Estates South Addition that have a trail system <br />throughout that is maintained by the city with no problems. He <br />feels it would not be wise to land lock the system. Bill Nissen <br />said he feels the same, and that it looks like the trails end <br />there. <br />Ken Johnson expressed that he likes the way this development is <br />planned, but he doesn't want it to be separated from the City trail <br />system. He wants some type of trail link. "How about the private <br />trails Mr. Birch suggests, and then one for public use?" John <br />Baumann thinks the development plan is "OK", but thinks the trails <br />should be open to the public. Candi Toffoli said she feels the same <br />and agrees that the trails should be open to the rest of the City. <br />She thinks it's not fair that one developer should ask for private <br />trails and not have to pay park dedication for the trails. <br />Mayor Bisel, still in attendance, asked if he could speak as a <br />resident concerning this development. He lives near by and thinks <br />this site is a unique piece of land. He mentioned that he knows Mr. <br />Birch has been to the Design Review Board and the City will accept <br />this as a PUD. (Planned Unit Development) The Mayor noted that the <br />City has three of these areas, they are: Rice Lake Estates, Wenzel <br />Farms, and Pineridge.
