Park Board Meeting <br />May 6, 1991 <br />OTHER OLD BUSINESS: <br />Ray Johnson updated the board members on the Wenzel Farms property. <br />He explained that Hokanson Development did not get approval from <br />the DNR to fill the area they wanted to, opposed to what Mr. Kirk <br />Corson told the park board the last time he appeared before them. <br />So the end result is that the park dedication will go back to the <br />original .7 acres. <br />Candi Toffoli questioned the Lakecrest park land purchase. Marty <br />Asleson explained that the purchase agreement will expire on June <br />6, but we could possibly have an answer on whether we will purchase <br />the property after the next City Council meeting on May 13th. <br />George Lindy asked if Brauer & Associates has given us a dollar <br />figure on the Comprehensive Park Plan study yet. He questioned if <br />the original figure discussed wasn't something like $30,000.00, <br />although it seems that there was never a definite amount agreed <br />upon at park board level. Marty said that the Comprehensive Park <br />Plan Committee is deciding that now. He also explained that the <br />Rosemount plan that we were comparing ourselves to was around <br />$45,000.00 and they had the full program, and we were looking at <br />the "bare bones" program. <br />There was no other Old Business. <br />NEW BUSINESS: <br />SUMMER PROGRAMS - <br />Marty Asleson referred the board to several articles about user <br />fees associated with organized playground programs. He explained <br />that he wanted to run the idea past the park board to get their <br />feelings on user fees opposed to raising taxes to meet the expenses <br />involved with the recreation program. <br />Ken Johnson questioned whether user fees were to be used to just <br />cover the cost of what is being used. Marty explained yes, plus 5 <br />to 10% to cover materials and staff time. He says we are at the <br />low spectrum of user fees for what we are charging for current <br />programs in comparison to other cities. He feels that there are <br />some sound reasons for user fees. <br />Ken Johnson expressed some concern that those who can't afford to <br />participate will be excluded from the programs.
