4 LAND USE PLANNING AND DESIGN <br />STRUCTURED GUIDE FOR <br />DEVELOPING GOVERNING POLICIES <br />FOR THE LINO LAKES PARK AND RECREATION SYSTEM <br />GOVERNING POLICIES OVERVIEW <br />Basic to any park system study is the establishment of a set of governing policies which provide a <br />consistent, definable, and justifiable continuum of ideas, beliefs, and values which, as a whole, <br />define the "vision" or "concept" of the Lino Lakes Park System. The governing policies consists of <br />and are defined by a mission statement, goals, objectives, and policy statements. <br />Recognizing that developing governing policies can be a difficult task, Brauer & Associates Ltd. <br />has prepared the following outline to assist the Advisory Committee (and City staff) in the <br />formulation of a mission statement, goals, objectives, and policies for the Lino Lakes Park System. <br />The outline is based on a number of sources, including: <br />• Focus Meeting Summary <br />• ' Lino Lakes Community Opinion Survey (1988) <br />• Metropolitan Council Recreation Open Space Development Guide/Policy Plan (Draft - <br />November 1, 1990). <br />• Minnesota Statewide Comprehensive Outdoor Recreation Plan for 1990-1994. <br />• Previous Park System Planning Studies prepared by Brauer & Associates Ltd. <br />It is important to recognize that each community must develop a set of governing policies that will <br />address the specific needs and desires of their community. As such, this, outline is intended to provide <br />the Advisory Committee (and City stafD with an overall perspective of the policy development process <br />and provide a set of definable parameters within which the Advisory Committee (and City staf l can <br />discuss relevant policy issues/concerns within the same context.
