4 LAND USE PLANNING AND DESIGN STRUCTURED GUIDE FOR DEVELOPING GOVERNING POLICIES FOR THE LINO LAKES PARK AND RECREATION SYSTEM GOVERNING POLICIES OVERVIEW Basic to any park system study is the establishment of a set of governing policies which provide a consistent, definable, and justifiable continuum of ideas, beliefs, and values which, as a whole, define the "vision" or "concept" of the Lino Lakes Park System. The governing policies consists of and are defined by a mission statement, goals, objectives, and policy statements. Recognizing that developing governing policies can be a difficult task, Brauer & Associates Ltd. has prepared the following outline to assist the Advisory Committee (and City staff) in the formulation of a mission statement, goals, objectives, and policies for the Lino Lakes Park System. The outline is based on a number of sources, including: • Focus Meeting Summary • ' Lino Lakes Community Opinion Survey (1988) • Metropolitan Council Recreation Open Space Development Guide/Policy Plan (Draft - November 1, 1990). • Minnesota Statewide Comprehensive Outdoor Recreation Plan for 1990-1994. • Previous Park System Planning Studies prepared by Brauer & Associates Ltd. It is important to recognize that each community must develop a set of governing policies that will address the specific needs and desires of their community. As such, this, outline is intended to provide the Advisory Committee (and City stafD with an overall perspective of the policy development process and provide a set of definable parameters within which the Advisory Committee (and City staf l can discuss relevant policy issues/concerns within the same context.
