Support and encourage a wide diversity of <br />recreational interests and needs within the <br />community. <br />• Programming administration shall be performed on <br />r—e a fair and equitable basis to assure all individuals and <br />groups receive adequate representation. <br />Policy. <br />• Principles and standards shall be established that <br />apply uniformly to all programs, sites, and facilities. <br />The set of principles and standards shall: <br />a) Identify the programmatic objectives and facility <br />needs for specific activities. <br />b) Provide for all levels of ability. <br />c) Develop programs which effectively meet <br />programmatic objectives. <br />d) Assure that adequate funding, staff, and facilities <br />are available to carry -out specific programs. <br />e) Undertake a seasonal review of the effectiveness <br />of specific programs and activities. (Programs which <br />are not effective should be eliminated) <br />• Leadership and "Code of Conduct" guidelines relating <br />.� to each activity group/program shall be developed <br />for the purpose of defining acceptable and <br />appropriate actions/behavior of individuals <br />responsible for overseeing and partaking in specific <br />programs and activities. <br />.004-1 <br />• People activities, not functional processes, shall be <br />developed (i.e., meaning the program should be <br />developed to fit the needs of the people verses the <br />people fitting into a predetermined program). <br />An on -going communication/information system <br />shall be established between all groups for the <br />purpose of broadening recreational interests. A <br />variety of communication formats shall be used to <br />inform the public of the programs, functions, <br />facilities and operations of the Parks & Recreation <br />Department. <br />• An inter -departmental and inter -program interaction <br />process for staff and program personnel shall be <br />established for the purpose of reviewing and defining <br />program strengths and weaknesses. <br />Income from fees and charges shall be used to <br />support the continuance and development of <br />recreation programs.
