10-1 <br />dedicated to Rice Lake Estates. The choices, and the <br />approximate dollar amounts needed to fund them are: <br />A. Lakecrest Development park land purchase - <br />$60,000.00 for the purchase of the two lots, the <br />total size of them is 10.35 acres. B. Comprehensive <br />Park Plan -A maximum of $35,000.00, but only a need <br />for $20,000.00 to start to get into the planning <br />stages and need awareness for that amount. C. Birch <br />Park Elementary School Park -approximately $35,000.00 <br />for a double tennis court - unlighted, and some <br />bituminous trails, possible irrigation and <br />maintenance. <br />A Rolling of the board was as follows: Ray Johnson <br />feels that the comp park plan ties in with the school <br />park plan, so the comp park plan would be the first, <br />school park second and Lakecrest park third. <br />George Lindy is "not completely sold" on the comp <br />park plan as he feels that Brauer & Assoc. doesn't <br />realize that the City doesn't have unlimited funds to <br />spend on the comprehensive plan. But to prioritize, <br />it would be the "no frills" comp park plan first, <br />then Lakecrest park purchase, because he sees a real <br />need for open field play and tot lots, and lastly <br />would be the school park. Ken Johnson thinks number <br />one would be the comprehensive park plan, but he <br />r1 agrees with George, that the basic comprehensive park <br />plan is all that is needed. Second would be the <br />school park and third is the Lakecrest park purchase. <br />John Baumann feels the need for the comprehensive <br />park plan first, Lakecrest park second, but keep the <br />option open for re -sale if the property isn't being <br />used, and last is the school park. Bob Williams sees <br />the need for the comprehensive park plan first and <br />agrees with Ray that the comp plan ties in with the <br />school park, and Lakecrest park last. He feels a need <br />for more discussion in this area and would suggest <br />the board proceed with caution regarding all three <br />choices. Cand' Toffoli chooses comp plan first with <br />"no frills," Lakecrest second and the school park <br />last. Randy Schumacher, City Administrator expressed <br />that all three issues are matter of concern as it <br />looks like there will be no support from the State, <br />and the board will have to be prudent with what they <br />spend. He suggested that the Council would be more <br />supportive of any programs that would show that the <br />board is using funds wisely. <br />Lakecrest Development - Mr. Ron Mikolai <br />representing the sellers for this project was in <br />attendance. He advised that the bank, who is the <br />owner, is motivated to sell and that the City <br />should not wait too long as the two lots being <br />considered were appraised at a total of $178,000.00 <br />3 <br />
