Ken Johnson, like Marty has been working <br />with this Joint Powers Plan for the past couple of <br />years and would like to see Lino Lakes continue with <br />the plans for the agreement. Don informed the board <br />that the council considered this item at a meeting <br />last Saturday, and will continue with the discussion <br />at a special meeting this Thursday. He pointed out <br />that the council does recognize the need for <br />recreation programming. <br />E. Park Dedication Formula Discussion - Don Volk <br />explained that John Miller along with the Design <br />Review Board was concerned about how to handle park <br />dedication for minor sub divisions, and how certain <br />formulas affect the concept. He proposed a meeting <br />with the Design Review Board and Park Board try to <br />work out an agreeable formula on all types of <br />developments. Ray Johnson proposed this meeting for <br />the same night as the next Park Board meeting at <br />8:00, considering that the next meeting may not be <br />very long. Staff will contact the DRB to set up this <br />meeting. <br />Marty informed the board that the Design Review Board <br />rejected the Earl Olson property plan. Evidently the DRB <br />felt that the Park Board, by accepting the plan as <br />^ presented, set a precedent of park land over lot size. <br />Therefore, the park dedication plan will be coming back <br />to the Park Board again. <br />New Business : <br />Comprehensive Plan Amendment Review - Don Volk asked <br />for comments from the board concerning the plan. There <br />were no comments or additions. <br />Focus Meeting - Don Volk reminded the board of the <br />upcoming Focus Breakfast Meeting on Saturday Morning <br />January 12. It appears at this time that all council <br />members will be in attendance. All park board members <br />will also be there. <br />Other New Business - Ray Johnson took this time to <br />express how he felt about the recent decision by the <br />council to reduce the size of the park board from <br />seven to five members. He asked to go on record as <br />opposing this decision, stating that he feels this <br />group has always worked well together and has done a <br />lot of good work, and that he's very disappointed. <br />He thinks the decision is a mistake. George Lindy <br />expressed that he feels that all of the board members <br />would be clad to forego their yearly salaries in order <br />to maintain the seven member board. <br />PAGE 4 <br />
