The board should look to the future with <br />additional purchases. 7 acres is a good number -access <br />is important. Marty agreed. He feels it's important <br />that the neighbors define what is needed. He would <br />also suggest parcel B as the hills are already there <br />for sliding etc. Marty also suggested that we consider <br />the new Centennial Elementary School will be going in <br />nearby on Birch Street, and that will probably offer <br />some of the same recreational opportunities and <br />equipment that the residents are considering, such as <br />tennis courts, etc. Don pointed out again, the limited <br />funds, and said that it could be several years before <br />the land is developed even if the board should <br />purchase now. The neighbors in attendance suggested <br />private contributions and the availability of their <br />time and energy to work with the City. John Baumann <br />made a motion for City Staff to look into the <br />possibility of funding for the purchase of parcels B & <br />C ($60,000.00 is the price suggested by Ron Mikolai). <br />Candy Toffoli seconded the motion. The motion carried <br />unanimously. Mr. Mikolai gave the board members a <br />list of possible purchase options showing financing <br />terms to be a Contract for Deed for 2 1/2 years with <br />20% down. <br />C. Highland Meadows - This item from new business was <br />moved uR in the agenda to be presented at this time <br />because of the preceding lengthy discussion _ Mr. <br />Jack Menkveld, Developer of Highland Meadows appeared <br />with a sketch of his proposed development. The <br />proposed plan is to develop approximately 39 acres <br />into 86 single family lots. This would include a <br />minimum park area of 3.9 acres proposed for the <br />southeast corner of the property, and a trail corridor <br />to Marpon Acres Development directly to the west. The <br />park plan concept was accepted by the park board as <br />presented, and approved unanimously. <br />D. Recreation Joint Powers Agreement Update - Don Volk <br />referred to a recent Centerville Council Meeting where <br />the cities of Circle Pines, Centerville and Lexington <br />were looking into a plan to form their own joint <br />recreation agreement in lieu of recent developments <br />from the Lino Lakes Council. Lino Lakes city staff has <br />been directed to look into other options also. There <br />are three considerations at this point, one is to <br />ratify the current agreement as it is, another is for <br />Lino Lakes to form their own recreation department and <br />the third would be to lease out to other cities for <br />recreational needs, etc. Marty Asleson pointed out <br />�. that the need for cooperation at this time is very <br />PAGE 3 <br />
