Low tax base with residential property bearing the <br />local tax burden. <br />Population Projections: Lino Lakes needs to continue its <br />policy of controlled growth. The city should carefully monitor its lot <br />inventories and be in a position to either increase the total <br />number of lots available or to take steps to limit further <br />the number of additional lots going through the subdivision <br />process. <br />Multiple -Family Housing Opportunities: Lino Lakes contracted <br />with Maxfield Research Associates to complete a housing <br />analysis early in 1989. The Maxfield people projected a <br />market of 150 to 200 units of multifamily could be supported <br />during the 19901s. They saw need for a project of moderate <br />size (30 to 40 miles) to meet demand for rental units. <br />In addition a definite need for townhomes was seen by <br />Maxfield. The townhomes could be utilized by singles, <br />couples, and retired persons. Recommended by Maxfield was a <br />46 to 60 unit project with contemporary one and two-story <br />units, probably in the $60,000 to 190,000 price range. Sites <br />near the city's freeways were recommended as best for this <br />housing. <br />Manufactured and Mobile Homes: Presently state law prohibits <br />Page 8 <br />
