Recommendation No. 27. Work with. developers in <br />preparation of restrictive covenants for their projects <br />that add to curb appeal, e.g. require roof pitches to be <br />6:12 rather than 5:12. <br />Recommendation No. 28. Develop and adopt more <br />restrictive ordinances for the maintenance of "pieces of <br />nature" as well as general tree cover. <br />Goal S. To limit lot inventories to a total that can be <br />absorbed into the market within a two year period, with a one <br />year supply in planning stages. <br />Policy 5A. Work closely with metropolitan area agencies <br />responsible for provisions of infrastructure items. <br />Recommendation No. 29. Complete by January 1991 all <br />planning/engineering items required by the Metropolitan <br />Council at time of Metropolitan Urban Services Area <br />Amendment. <br />Recommendation No. 30. Limit new sewer hookups in Sewer <br />Service Area 1 (Birch Street) to 100 annually until the <br />Laurene Street lift station is rebuilt. <br />100*11 Recommendation No. 31. Limit new sewer hookups in <br />Pheasant Hills to 20 annually until a permanent sewer <br />connection can be provided by the MWCC for eastern Lino <br />Lakes. <br />Policy 5B. Maintain a viable housing market within the city. <br />Recommendation No. 32. Maintain a lot inventory of 400 <br />lots (a two-year supply) with an additional 200 lots in <br />the planning stage. <br />Recommendation No. 33. Require all but the smallest in - <br />fill developments to be phased. (This brings in a larger <br />number of developers and builders and creates a more <br />active market as well as diversity in housing styles). <br />Recommendation No. 34. The city building official and <br />city planner should catalogue new housing permits <br />showing both location by Sewer Service Area and dollar <br />value. The information should be made available to the <br />city's elected and appointed officials. <br />Recommendation No. 35. These criteria should be used to <br />determine priority in subdividing land: 1) proximity to <br />an existing trunk line, 2) inventory needs for <br />"executive" or "general market" housing, 3) place -in - <br />line.
