To actively pursue commercial development adjacent to <br />the city's two diamond interchanges. <br />Policy 8A. Develop commercial and industrial land adjacent to <br />the freeway interchanges in a sequential manner. <br />Recommendation No. 46. Complete a long range land use <br />plan and feasibility report for both areas. The land <br />use plan should address location of land uses, road <br />plans, sequential development or phasing, and it should <br />determine the trigger mechanism used to start expansion <br />of the area. <br />Policy 8B. Use city resources to promote development where <br />required and within the limits of the city charter. <br />Recommendation No. 47. Establish a low interest <br />industrial development loan fund to be administered <br />through the economic development authority. <br />Recommendation No. 48. Create an Economic Development <br />A*I*N Authority to work directly with developers. <br />Goal 9. To reserve adequate amounts of commercial and <br />industrial land for both present and future developments. <br />Policy 9A. The city should expand the I-35E Industrial <br />Corridor. <br />Recommendation No. 49. A business reserve zoning <br />district should be created, permitting present <br />residential and farm land uses. <br />Recommendation No. 50. Land should be zoned for <br />business development in a sequential and measured <br />manner. <br />Recommendation No. 51. Development should start near the <br />interchange and expand north only as land needs require. <br />Goal 10. To permit only quality, well planned, well designed <br />development within commercial and industrial areas. <br />Policy 10A. Maintain high standards for all commercial and <br />industrial areas. <br />Recommendation No. 52.
