Site planning efforts should ensure that Koplan's "piece of nature" concepts are found in all commercial developments brought before the design review board and city council. Policy 10B. Residential areas should be screened from commercial and industrial uses. Recommendation No. 55. All development plans submitted to the city for review for land adjacent to the residential area west of 20th Avenue North, should show all season screening and landscaping. Recommendation No. 56. All parking lots should be screened and bermed. Goal 11. To redevelop the Lake Drive commercial and industrial area from I-35W to the city's north corporate line. Policy 11A. Removal of incompatible land uses and businesses from Lake Drive. Recommendation No. 57. Complete a redevelopment plan for the Lake Drive Corridor. Recommendation No. 58. Driveways serving individual business on Lake Drive should be permitted only if the lot is greater than 33,000 square. Recommendation No. 59. A landscaped front yard free of parking and advertising should be established. Recommendation No. 60. A unifying theme for landscaping and/or architecture should be determined for the strip between I-35W and Lake Drive. IMPLEMENTATION The first parts of this document provided an inventory and analysis of present and projected conditions within Lino Lakes. From this inventory 11 goals meant to direct future planning activities were developed. The third section of the document presented the plan using the goals to develop planning policies and most important 58 specific planning recommendations. This section represents the fourth and final step in the planning process - the establishment of specific steps to implement the recommendations from "the plan" section. Page 25
