<br />Finally a work of caution. Lino Lakes is one of the fastest
<br />changing cities in the Twin Cities Metropolitan Area. Under
<br />general circumstances comprehensive plans are reviewed every
<br />five years and certainly this plan should be reviewed in
<br />1995. However, if major changes occur before 1995, e.g.
<br />completion of a major highway improvement, the plan should be
<br />reviewed sooner. No greater disservice can be given to a
<br />city by its planning process than its failure to continuously
<br />monitor community -wide change and, in turn, to position the
<br />city to benefit most from that change. Because society
<br />itself is not static, planning must be a continuing process.
