/'*114� <br />PROCEDURES <br />The first step in implementing the plan is to adopt it as an <br />official policy of the city. This is the responsibility of <br />the city council on recommendation from the design review <br />board. The actual process for adopting the revised land use <br />and community facilities plan is outlined in Minnesota <br />Statutes and is as follows: <br />1. <br />A public hearing on the plan must be held by the <br />"planning agency." <br />2. <br />The planning agency - in this case the planning <br />commission - recommends the plan or revises the <br />plan to the city council (M.S. 462, Subd. 2). <br />3. <br />The city council has two options if it wishes to <br />adopt the plan: <br />a. Give the plan preliminary approval and submit <br />it to the Metropolitan Council for its review. <br />b. Give final approval contingent on Metropolitan <br />Council review and approval. <br />4. <br />The Metropolitan Council receives the plans "...to <br />determine their compatibility with each other <br />(other cities plans) and with metropolitan systems <br />plans" (M.S. 473.175, Subd. 1). <br />5. <br />The Metropolitan Council determines whether the <br />plan constitutes a minor or major change within 10 <br />days of receipt of the plan. <br />a. A minor change allows the city to implement <br />the plan within 10 days. <br />b. A major change will be reviewed within 90 <br />days. Implementation can be effective after <br />determination of compatibility by the <br />Metropolitan Council. <br />6. <br />If the city council granted only preliminary <br />approval before submittal to the Metropolitan <br />Council it now considers final approval. After <br />approval implementation can begin. <br />With regard to actual implementation of the plan, Minnesota <br />Statutes give Lino Lakes several methods of bringing the <br />recommendations to reality. Shown below are seven categories <br />of actions and which of the recommendations each can <br />implement.
