certain drainage areas on the southwest side and trails could <br />come out to Second Avenue, it's a natural area. Ray Johnson <br />asked about elevated trails (floating walkways). Don Volk <br />commented that this would be possible, but very costly. Mr. <br />Corson added that the original 1.6 acres intended for park <br />dedication won't be there because of moving the road to the <br />west. Ray Johnson commented that he would rather have the <br />park land than the street. He explained that his park <br />dedication would be less than 5 units per 2 acres on the <br />townhomes and would dedicate cash for the single family <br />homes. Mr. Corson asked if he was proceeding in the right <br />direction to continue . Ray said he thought the plan looked <br />pretty good and explained how the park dedication works, that <br />the developer pays at the time of final plat approval. The <br />rest of the board agreed with Ray. Ken Johnson added that he <br />would like to see a play area for the townhomes and would <br />like also to keep an internal route for walkers and joggers <br />in the proposed park. Mr. Corson will have the preliminary <br />plat to the board by January 6th, 1991. <br />Other New Business: <br />Lakecrest Development - Mr. Jeff Joyer and Mr. Ron <br />Mikalai in attendance, proposed to the board for <br />consideration, the purchase of property that they are <br />handling, these parcels are privately owned. This property is <br />located south of Lantern Lane west of Black Duck near <br />Captain's Place and east of East Shadow Lake Drive. It is <br />10.35 acres , with road access off Black Duck Drive. Mr. <br />Joyer and Mr. Mikalai represent the sellers of these parcels, <br />in addition, they are partners in ownership of the property <br />to the west. There would be no park dedication, as this was <br />paid for back in 1977. The property was listed for sale at <br />$60,000.00. Ray Johnson asked if the property could be <br />graded for ball fields, Marty explained that it could , and <br />that with 10 acres, there would be plenty of room for ball <br />fields. Ray mentioned that he would be real interested in a <br />purchase as it would be additional ball fields that are <br />greatly needed. All agreed, but were concerned that there <br />would be no funds available for a purchase. Don explained <br />that the neighbors in this area have approached the City <br />several times in the past to put a park in this area, and <br />that it would be a very favorable purchase. The City has a <br />purchase option at the present time with the owners, and a <br />follow. up agreement is due by January 5th: Don explained that <br />the lack of funds at the present time may not be a real <br />concern, as there are other options, one being a possibility <br />of getting the neighbors involved and explain the lack of <br />cash, etc. A polling of the board members in attendance <br />concluded that all are in agreement that it would be a good <br />purchase , and that the area needs a neighborhood type <br />facility, and even if it was not developed as a park, it <br />could still be good for re -sale.
