2.An additional option proposed was to allow one advertising (off-premise) sign per
property. Sign size would be limited to a suggested 4 sq. ft. (typical size of yard
sign). While this would open up properties to off-premise advertising which is
not currently allowed, it would provide a legal avenue for the placement of special
event advertising signs throughout the city. An individual, group or business
would need to obtain the property owners permission to place the sign. Signs
would continue to be prohibited within the public right-of-way. Please note
however, that while the intent is to provide an opportunity to promote school,
church, or community events it would also allow for the placement of business
signage on any property within the city.

The Planning and Zoning Board modified the recommendation to allow off-

premise advertising as a temporary sign in commercial zoning districts. This
would limit the off-premise advertising to a maximum of 90 days per
property with a maximum sign area of 32 sq. ft.

The Board also proposed allowing sandwich boards at all times provided
they are located within 10 feet of the business and brought inside after
business hours.

Requested Council Direction

Staff is requesting council preliminary consideration of the proposed changes. If the
council is supportive staff will draft the proposed ordinance and initiate the amendment
process. We would anticipate a public hearing held by the Planning & Zoning Board in
December. Council consideration of the first and second ordinance readings would be

held in January.
