WS –Item #4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No.4 <br />Date: <br />November 4, 2013 <br />To: <br />Mayor Reinert and City CouncilMembers <br />From: <br />Rick DeGardner, Public Services Director <br />Re: <br />2014-2016Water and Sewer Rates <br />Background <br />The City Council has previously discussed revising thewater and sewer ratesduring several work <br />sessions: <br />February 4, 2013 Work Session-Nick Dragisich and Patty Kettles from Springsted, Inc.gave a <br />PowerPoint presentation reviewing the resultsof the Utility Rate Study(attached). <br />March 4, 2013 Work Session -City staff provided additional information includinga follow up report <br />from Springsted, Inc.with comparison information, a spreadsheet directly comparing the cities of <br />Blaine and Lino Lakeswater operations, and funding analysis for our chemicals, utilities, and <br />water/sewer operations. <br />April 1, 2013Work Session-Staff reviewedadditional utility rate information such as comparisons <br />of our existing and proposed water rates with other cities. <br />June 3, 2013 WorkSession-The City Council discussed several water related topics including <br />options to increasing water quality and reducing operational costs. Tim Hillesheim, Utilities <br />Supervisor,reviewed ourchemical treatment operation. <br />July 1, 2013 Work Session-WSB Engineer Ms. Nancy Ziegler distributed the Mt. Simon Aquifer <br />Study that she prepared with the assistance of a geologist.Ms. Zieglerpresented analysis pertaining <br />to the potential use of the Mt. Simon Aquifercompared to the currently utilizedaquifers. Ms. Ziegler <br />reported on existing wells and treatment, availability of aquifers, water quantity, water quality and <br />treatment requirements, construction costs for a new well, operation costs for a deeperwell, and the <br />impact an additional well would haveon the existing system and regulatory impacts. <br />Springsted, Inc.and staff are proposing that water rates be increased 2% per year for the next three <br />years. <br />/¢³®¡¤± ’þ ‘’ 0 ¦¤ 1 <br /> <br /> <br />
