CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, JUNE 5, 1995 <br /> Barry said yes, he did turn teams away this year. He continued <br /> to say that youth activities are self-sustaining and the adult <br /> programs generally generate income. Kim Sullivan said the Park <br /> Board needed to keep in mind that there was 250 people at the <br /> forum so there was a broad spectrum of the city present. She <br /> went on to say that the Park Board, Marty and Administration <br /> needs to weigh the opportunity costs and make a responsible <br /> decision whether it is wiser to purchase the land now because of <br /> the cost. She felt that the 20/20 group would support that as <br /> long as the board can show that they are still working on the <br /> advisory groups goals. <br /> George asked how much financing was available from funding <br /> sources other than the general fund. Laura said she could not <br /> give a clear answer to that question. She thought an external <br /> consultant should be hired to investigate external funding <br /> sources because there are grants available but it is a maize to <br /> find them. Marty said when he tried to get an ISTEA grant last <br /> year he faced many obstacles. George asked if it was realistic <br /> for Lino Lakes to obtain grant money. Brian responded yes. <br /> George said we should investigate the cost to obtain a consultant <br /> to pursue grant money. Pam asked how many cities, the size of <br /> Lino Lakes, hire a consultant or use staff to obtain money. <br /> Marty said it is not uncommon for cities to have a general fund <br /> line item for consultants. George asked when 20/20 Vision is <br /> developing these plans is financing considered. Kim said they <br /> start out with a vision and they realize you can't ask for <br /> something they aren't willing to pay for. A key issue to take <br /> into the budgeting process if you can't get the money this year <br /> what are the alternatives. George asked if the people that gave <br /> input to the 20/20 Vision group are amenable to a referendum. <br /> Ray said he didn't feel they have enough information within the <br /> process of the 20/20 group to be able to answer that question. <br /> Brian said it is up to the Park Board and the City Council to <br /> decide if they have support for a referendum. <br /> Pam asked where the indoor recreation center comes in. She <br /> wanted to know if the trails were done what would you do the next <br /> the athletic complex or indoor center. Ray said it was <br /> developed, by the group, because it provide a central gathering <br /> place plus increase the potential for recreational opportunities. <br /> Pam then asked if the recreation centers that the 20/20 group <br /> visited were self sustaining. Ray said one was, one was not, and <br /> one was on the way to being self-sustaining. George asked if <br /> population density had something to do with sustenance. Ray said <br /> absolutely and we should look at using partnerships to offset <br /> costs. <br /> 6 <br />
