^ CITY OF LINO LAKES
PARK BOARD MEETING
MONDAY, JONE 5, 1995
Brian ended the presentation by saying that the 20/20 Vision,
Park and Recreation Committee, would appreciate any comments and
questions that the Park Board may have.
NEW BUSINESS
EAST TO WEST SHADOW LAKE DRIVE TRAIL:
Marty gave background information on the trail link between East
(Blackduck) and West Shadow Lake Drive. He said this idea was
put on hold because of the litigation that occurred over the last
few years in the North Blackduck area.
Marty said he has been contacted by members of the homeowners
association in North Reshanau recently about the possibility of
residents fundraising to begin implementing this trail segment.
Although this is an idea that folks seem to want, there are some
complications that are present in this project.
First, the access off of Blackduck is owned by the Homeowners
Association. We would need to have the present utility easement
redescribed to include public trail.
Secondly, the first 125 feet of this trail would be used for
their boat launch. Marty believes that this matter can be worked
out by some additional gating considerations. He said we would
also need to research our exposure on this subject.
Thirdly, the homeowners association intends to begin construction
on their park. The homeowners association is concerned about
present hikers/joggers getting hurt, so they are considering
blocking this area off. This may create some residents, that
have used what they thought was regional park to get around the
lake, to become upset when they can not get through. Marty' s
suggestion to them was to leave a small fenced area for residents
to get through. However, it is private property.
Marty continued by saying perhaps, the best thing to do is to let
this whole thing cool down a bit, and work with the homeowners
association over the next few years to resolve this matter. In
the mean time, Mr. Frank Moss, from the homeowners association,
has agreed to act as spokesperson for the project if we should
receive any calls.
Marty stated with some patience and good planning this trail
segment can work out for all residents who have enjoyed the link
around the lake.
r
7
