It is possible that it could be combined <br /> with a remote -farm operation and achieve the required <br /> economies of scale. The subject has been used for agriculture <br /> recently. It appears that a corn crop was planted on the site <br /> during the last growing season. The value to be attributed in <br /> that scenario does not result in the highest return to the <br /> property for the longest period. We have considered the <br /> desirability of dividing the subject into 10 acre minimum <br /> homesites. While demand may exist for such a use, the return <br /> to the site is would disqualify this as the highest and best <br /> use. <br /> Based upon the foregoing, and in consideration of the <br /> above information, it is our opinion that the. highest and best <br /> use for the subject site is to hold the land as unimproved <br /> pending the petition for municipal utilities and development <br /> for urban single family residential purposes. The MUSA is <br /> currently located approximately 1/4 mile north of the north <br /> line of the subject property. Demand for urban-type building <br /> lots remains strong in this area. Much of the land suited for <br /> this type of development within the City has been absorbed and <br /> developed. It is logical to assume that demand of retail <br /> product and the desire of the City for development will <br /> continue and that ultimately the MUSA will expand to all <br /> suitable areas of the City. Officials at the City of Lino <br /> Lakes have informed us that the subject is not included in <br /> Page 16 <br />
