CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, DECEMBER 5, 1994 <br /> adopted before March 30, 1995) To avoid problems that the city <br /> has had in the past on shoreland issues it was suggested that the <br /> developer may wish to dedicate shoreland as park land. She <br /> continued by saying the issue was brought to the City Council <br /> asking them if they wanted to see this as park land or private <br /> property in an association type situation. The Council wanted <br /> to know what the DNR and County thought. She continued by saying <br /> the DNR and County both agree that they would be cooperative, <br /> with the City, if it were in deed City property and wanted to put <br /> in a canoe launch. At the last City Council Work Session they <br /> asked what the Park Board thought of this idea and that is why it <br /> is being presented this evening. <br /> Amy asked what the lake classification is. She is concerned that <br /> jet skis will be allowed to ran on this lake if there is a <br /> launch. Marty stated that if it was designated a publically <br /> owned canoe launch the City would be able to control it by <br /> ordinance. George asked if the ordinance could specify no <br /> motorized launching. Marty responded that it is done that way on <br /> Golden Lake. Marty showed that the lineal trail corridor runs <br /> the length of the lake on the eastern side of the development. <br /> He said it is separated -very little by highland areas. <br /> Kirk Corson talked about the development and what the DNR and <br /> County wanted to see done with this area. He stated that there <br /> are many factors that are going to have an impact on this <br /> project. He hoped the Park Board would review this issue and <br /> report back to the City Council. <br /> There was discussion as to who would have jurisdiction and <br /> whether they would be the enforcing agent, the rating of Bald <br /> Eagle Lake, the possibility of the Park and Recreation Department <br /> having a canoe rental/launch and maintaining the access, park <br /> buffers, parking, public meetings, and the impact of canoe access <br /> on other area lakes. <br /> After additional discussion it was decided that the Park Board <br /> preferred the highland area. <br /> A. Recreation Complex: Marty told the Board that he had <br /> received a letter from Kate Drewry, Rice Creek Watershed <br /> District. He read the letter to the Board. He was concerned <br /> about the 100 year flood plain plan, but it does not have to be <br /> done until we start the development of a site plan and hire a <br /> contractor. He said we do not have contours for the area and <br /> will have to purchase contour maps and work with an engineer on <br /> n drainage elevations for the development.
