`~ CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MOEMAY, DECEMBER 5, 1994 <br /> George told Pastor Kendrick that the Park Board was an advisory <br /> group and the City Council will make the final decision. Pastor <br /> Kendrick asked when this would go to the City Council. Marty <br /> responded that he would try to get it on the agenda for the <br /> December 12, 1994 meeting. <br /> UPDATES AND OLD BUSINESS: <br /> George stated that some of the other agenda items may require <br /> lengthy discussion, so thought Item D. should be taken up first <br /> because Kirk Corson was there for presentation. <br /> D. Marshan Townhomes: Marty presented this issue to the Park <br /> Board. The reasons for this issue, to be revisited, is there may <br /> be a reconfiguration of the plat, and the shoreland adjacent to <br /> the trail has been under discussion. At this time Kirk Corson <br /> did not have data to support any changes, to the original <br /> concept; he does however want to discuss the proposed changes <br /> before anything else happens. <br /> The issue of the shoreland will be brought up in the sense of <br /> ,.� whether the Park and Recreation Board would support the idea of a <br /> publicly controlled lake frontage. The issue of a canoe launch <br /> has been discussed. Anoka County Parks would support the idea of <br /> a publicly owned canoe access. The question of how this relates <br /> to park dedication is very nebulous at this time since Hokanson <br /> is still working on development requirements with the Minnesota <br /> Department of Natural Resources. <br /> Marty said a public access canoe launch falls within the goals <br /> and objectives of our Comprehensive Plan under the section of <br /> Parks/Open Space Acquisition/Development and the Preservation of <br /> Significant Natural Resources. He continued by saying this <br /> access would definitely be a good opportunity to make available <br /> to the residents as a whole a recreational opportunity using a <br /> significant Lino Lakes natural resource. Marty continued by <br /> saying the details would need to be worked out at a future date <br /> if the Board feels it is worth pursuing. <br /> Mary Kay gave background information on this issue. She said <br /> this issue was already before the Park Board and park dedication <br /> was recommended and accepted and then it went to the Planning and <br /> Zoning Board. Before the meeting the developer withdrew his <br /> request to address some concerns that were brought out in the <br /> staff report. Mainly the overall design of the development and <br /> some questions the staff had relating to a new shoreland <br /> management ordinance that they are working on.
