City of Lino Lakes <br /> Park Board Meeting <br /> �., Monday, November 6, 1995 <br /> Leonard & Bradley Trail Delineation: Marty gave background <br /> information by saying this was established as a past goal, that <br /> transpired from the restoration of Sunset Oaks Park, the delineation <br /> of the wetland west of Jeanne Drive and located on eastern portion of <br /> outlot F was completed. <br /> After receiving the wetland delineation, Dave Ahrens, Lino Lakes City <br /> Engineer, look at at this hypothetical trail for the possibility of <br /> meeting the maximum allowed fill of 400 square feet without <br /> mitigation needs . <br /> The trail would need to be placed 3 feet off the property line in at <br /> least two spots to accomplish this . Furthermore, the resident at Lot <br /> 9 has called to express drainage and security concerns . <br /> Marty said he and Dave Ahrens would look at the drainage concern and <br /> should have some information at the meeting. <br /> He continued by saying the original intent was simply to initially <br /> investigate the wetland area in this outlot, before opening up the <br /> trailway through the trees on the park side . Concern was voiced over <br /> traffic traveling through the yard at Lot 9 . <br /> Marty suggested more discussion with the residents adjacent to the <br /> trail if the Park Board wanted to consider this trail project <br /> further. <br /> When Marty talked to Mary Kay Wyland, Planning Coordinator, she said <br /> she was going to make a suggestion that a road be put in. Pam said <br /> she had lived in this area and when they tried to put a road in <br /> approximately 4 years ago there was a reason that this could not be <br /> done . Marty will research this to see if it can be done. <br /> There was discussion on mitigation. Marty said you have to replace <br /> on a two to one basis . Marty said he could look into the cost of <br /> boardwalk vs mitigation. George asked Marty to see what the cost <br /> would be for mitigation. <br /> Ken asked if it was platted as a street . Marty responded no, it was <br /> platted as an outlot . <br /> Marty said this is typical of what you usually face when trying to <br /> put trails in existing neighborhoods . <br /> 4 <br />
