Anoka County <br /> TRANSPORTATION DIVISION <br /> Highway <br /> Katie Larsen <br /> City of Lino Lakes August 26, 2021 <br /> 600 Town Center Parkway <br /> Lino Lakes, MN 55014-1162 <br /> RE: Preliminary Plat— Lake Amelia Woods <br /> Dear Katie, <br /> We have reviewed the Preliminary Plat for Lake Amelia Woods to be located west of CSAH <br /> 54 (20th Avenue) and north of County Road J within the City of Lino Lakes, and I offer the <br /> following comments: <br /> The existing right of way along CSAH 54 variesfrom 55 feet to 70 feetwestof centerline. <br /> An additional 5 feet of right of way adjacent to CSAH 54 where there is less than 60 feet <br /> will be required for future reconstruction purposes(60 feet total right of way width west <br /> of CSAH 54 centerine).As proposed, the plat will introduce four new residential access <br /> points onto CSAH 54, which is not ideal from a county highway perspective but will be <br /> permitted since access to a city street does not appear feasible. Our preferred access <br /> location for Lot 1 is within 30 feet of its north property line. Sight distance improves <br /> along CSAH 54 northward for Lot 2, but we will permit the access where it is proposed <br /> since there appears to be wetlands located to the north and south of the proposed <br /> access. Our preferred access location for Lots 3 and 4 would be within 30 feet of their <br /> shared property line. No other access points onto CSAH 54 will be permitted for this <br /> plat and the right of access along CSAH 54 should be dedicated to Anoka County with <br /> the exception for the proposed accesses stated above. Please note that no plantings or <br /> private signs will be permitted within the county right of way and care must be exercised <br /> when locating private signs, building, structures, plantings, berms, etc. outside of the <br /> county right of way, so as not to create any new sight obstructions for this section of <br /> CSAH 54. <br /> ACHD would like to work with local governments in promoting compatibility between <br /> land use and the county highway system. It should be recognized that residential land <br /> uses located adjacent to County highways often results in complaints about traffic noise. <br /> Existing and/or future traffic noise from CSAH 54 could exceed noise standards <br /> established by the Minnesota Pollution Control Agency (MPCA), the U.S. Department <br /> of Housing and Urban Development, and the U.S. Department of Transportation. <br /> Minnesota Rule 7030.0030 states that municipalities are responsible for taking all <br /> reasonable measures to prevent land use activities listed in the MPCA's Noise Area <br /> Classification (NAC) where establishment of the land use would result in violations of <br /> established noise standards. It is advised that the City and the Developer assess the <br /> noise situation for this development as it is proposed to be located directly adjacent to <br /> CSAH 54 and take the level of action deemed necessary to minimize the impact of any <br /> highway noise by incorporating the appropriate noise mitigation elements into the <br /> design and phasing of this plat as applicable. <br /> Our Passion Is Your Safe Way Home <br /> 1440 Bunker Lake Boulevard N.W. ♦ Andover.
