4. Changes to business: <br /> a. Delete old central business and shopping center districts. <br /> b. Delete drive-through language from restaurants, brewpubs and service businesses. <br /> The drive-throughs are currently limited to the districts that allow them as an <br /> accessory use. <br /> 5. Changes to industrial: <br /> a. Include indoor self-storage as a permitted use in light and general industrial <br /> districts. <br /> b. Remove mini self-storage as a conditional use in the general industrial district. <br /> 6. Changes to public and semi-public: <br /> a. Delete the Rural Business Reserve District. <br /> Some areas where staff did not include proposed redlines but P&Z may wish to discuss are as <br /> follows: <br /> 1. Impervious surface percentages. The City conducted a study to revise the maximum <br /> allowable impervious surface to reduce the volume of water from new development as <br /> part of the 2030 Comprehensive Plan. This study resulted in a reduction of the allowable <br /> impervious surface in residential districts from 65%to the current percentages. The <br /> changes did not affect shoreland areas which remain at the 30% allowed. There has been <br /> interest in increasing the impervious surface percentages in the residential districts back <br /> to 65%. The 2040 Comprehensive Plan Implementation Chapters says, "Review and <br /> modify the maximum allowable impervious surface coverages for each Residential land <br /> use category." The P&Z should discuss whether the existing 40% impervious surface <br /> coverage in Residential districts to be changed back to 65% maximum impervious <br /> surface coverage outside of the shoreland area. No changes will affect properties within <br /> the shoreland area. <br /> 2. Removing the minimum floor area standards. The current code sets minimum floor area <br /> standards based on the building type (3 bedroom rambler, 2 bedroom rambler, 1-1/2 <br /> story, split foyer/entry, split level—3 level minimum, two story). Staff is asking the P&Z <br /> to consider if this standard is still desired or if a simpler standard would be beneficial. <br /> The P&Z Board should review the draft language and identify any questions or concerns. Any <br /> recommended changes will be included in a future draft for review. <br /> 3 <br />
