Overall, there are no significant changes to the 4 lot preliminary plat. The lot sizes and <br /> dimensions have not changed. The wetland buffer widths were revised and stormwater <br /> ponds relocated. <br /> Land Use Application <br /> The applicant, Tom Budzynski of TJB Homes, Inc, submitted a land use application for a <br /> preliminary plat. The applicant proposes to subdivide 2 existing parcels into four, 10 acre <br /> rural lots for the purpose of constructing four(4) new single family homes. The subject <br /> site is located east of Amelia Lake and is 40.85 gross acres as measured above the <br /> OHWL. <br /> This staff report is based on the following information: <br /> oo Preliminary Plat Plan Set prepared by Acre Land Surveying revision date <br /> 9/22/2021 <br /> oo Preliminary Plans for Grading prepared by Civil Methods, Inc. revision date <br /> 9/22/2021 <br /> oo Wetland Delineation Report prepared by Midwest Natural Resources dated <br /> 10/12/16 <br /> oo Tree Preservation Plan prepared by Midwest Natural Resources dated 6/08/2020 <br /> oo Resource Inventory prepared by Midwest Natural Resources dated 6/08/2020 <br /> oo Geotechnical Exploration Report prepared by Independent Testing Technologies, <br /> Inc. dated 10/12/16 <br /> oo Stormwater Management Plan prepared by Civil Methods Inc. dated 6/18/2020 <br /> ANALYSIS <br /> Previous Land Use Application Submittal <br /> In 2017, the applicant and property owners submitted a PUD Concept Plan to the City <br /> proposing a master planned residential community consisting of 8 market rate apartment <br /> buildings, 20 twin homes and 2 senior assisted-living buildings. The total number of <br /> housing units was 452. The proposal did not move past concept plan. <br /> The current preliminary plat proposal is for 4 housing units. <br /> Existing Site Conditions <br /> The 40 acre site is currently vacant, natural open space. Per the MLCCS, land cover <br /> includes cattail marsh, deciduous woodlands, oak forest and tall grasslands. It is in the <br /> shoreland district of Amelia Lake. Topography contour elevations range from 908.1 <br /> OHWL to 930 along CSAH 54 and from 900 on the south end to 950 on the north end. A <br /> previously submitted Existing Slopes and Hydrology plan sheet indicating some slopes <br /> exceeding 20% on site. No development is proposed in these areas.
