No landscaping is <br /> proposed for Lot 2 at this time. <br /> Comments: <br /> 1. Staff recommends adjusting landscaping so that no trees are planted over <br /> utility pipes. <br /> • Floodplain <br /> There are no existing floodplains on Belland Farms. <br /> • Drainage and Utility Easements <br /> Drainage and utility easements are proposed within the site where there is proposed storm <br /> sewer and stormwater management facilities, proposed watermain, and proposed sanitary <br /> sewer. The applicant is proposing to include Drainage and Utility easements over all of <br /> Outlot A. <br /> The applicant is dedicating a 60-ft right-of-way for the construction of Rosemary Way. <br /> Comments: <br /> 1. Applicant shall submit a permit or written permission from company that owns the <br /> Pipeline Easement stating that they are clear to construct facilities within the <br /> easement. Applicant shall also provide proof of ownership over the future right-of-way. <br /> 2. At the time of the final plat, applicant to provide a separate document recording a trail <br /> easement over the drainage and utility easement along 24th Avenue. <br /> 3. Rosemary Way right-of-way shall be 66-ft wide. <br /> • Development Agreement <br /> A Development Agreement will be required with the final plat. <br /> • Grading Agreement <br /> A Grading Agreement is not applicable at this time. <br /> • Stormwater Maintenance Agreement <br /> The stormwater maintenance for public facilities will be covered under the City's <br /> Programmatic Stormwater Management Agreement. The applicant will be required to have <br /> their own declaration for stormwater maintenance for the private storm sewer. <br /> The pond on Outlot A, the storm sewer in Rosemary Way, and the culvert that crosses <br /> Rosemary Way are the only public facilities. <br /> • Permits Required <br /> 1. NPDES General Construction Permit <br /> Belland Farms&Associated Eye Care Partners Engineering Review <br />
