The <br /> entrances to the parking lots are proposed to be 24-ft wide from the back of curb to the back of <br /> curb. Rosemary Way used to access the site will be accessed from 24th Avenue and will extend <br /> to either the north or south to eventually connect to Otter Lake Rd. 24t"Avenue is a local road <br /> that can handle the traffic from this development. It is a right in/right out at Main Street(CSAH <br /> 14). <br /> A specific Traffic Study was not completed for the proposed site. A Traffic Study is recommended <br /> for any future development of this area. <br /> Comments: <br /> 1. Applicant shall show the existing location of Rosemary Way on the east side of <br /> 24t"Avenue. <br /> 2. Applicant shall add either a temporary cul-de-sac or a hammerhead turnaround <br /> at the west end of Rosemary Way. <br /> 3. Applicant to add a designated right turn lane on Rosemary Way onto <br /> southbound 24t"Avenue. The left lane will be a left/thru onto Rosemary Way. <br /> Applicant to increase the right-of-way size to 66-ft wide. If applicant does not <br /> wish to construct a designated right turn lane, they may submit a traffic study <br /> detailing their findings and recommendations. <br /> 4. Applicant to update measurements in western area of the parking lot on Lot 1. <br /> The measurements do not match the parking lot striping and go beyond the <br /> curb face. <br /> 5. Proposed light pole locations shall be shown on the AECP site plan. <br /> 6. Proposed electric transformer location shall be shown on the AECP site plan. <br /> • Wetlands and Mitigation Plan <br /> Kjolhaug Environmental Services Company, Inc. (Kjolhaug) delineated the wetlands on <br /> site in June of 2021. There are five wetlands located onsite. Wetland 1 is a Type 3/2/1 <br /> shallow marsh, wet meadow, farmed seasonally flooded basin complex and is <br /> approximately 2.47 acres. Wetland 2 is a Type 3/6/2 shallow marsh, shrub-carr, wet <br /> meadow complex and is approximately 0.56 acres. Wetland 3 (0.74 acres), Wetland 4 <br /> (0.08 acres), and Wetland 5 (0.05 acres)are all Type 1 farmed seasonally flooded basins. <br /> As currently proposed, the project will permanently impact 0.7381 acres of Wetland 3 in <br /> the southeast corner of the site. The applicant is proposing to purchase wetland back <br /> credits. The project area is not located within the Lino Lakes Comprehensive Wetland <br /> Protection and Management Plan (CWPMP) and are not within the Wetland Management <br /> Corridor(WMC). <br /> Kjolhaug prepared a Wetland Permit Application dated September 13, 2021. The <br /> application was submitted to the Board of Water and Soil Resources the same day and <br /> the Rice Creek Watershed District comments are due to the applicant on October 8, 2021. <br /> Comments: <br /> 1. Applicant to include 10-ft buffers around Wetlands 1 and 2.
