COUNCIL MINUTES <br />APPROVED <br />41 G) Consider Resolution No. 21-105, Appointing Election Judges for <br />42 2021 General Election Approved <br />43 H) Consider Approval of September 7, 2021 Work Session Minutes Approved <br />44 FINANCE DEPARTMENT REPORT <br />45 2A) Consider Resolution No. 21-99, Adopting the Preliminary 2021 Tax Levy, Collectible in <br />46 2022 — Finance Director Lynch noted the council's review and meetings on the proposed budget, a <br />47 comparison of the proposed levy to the last year's levy, and the ability of the council to decrease the <br />48 levy but not to increase it once the preliminary figure is approved. <br />49 Mayor Rafferty noted the council's work to this point and more to come. <br />5o Councilmember Ruhland moved to approve Resolution No. 21-99 as presented. Councilmember <br />51 Stoesz seconded the motion. Motion carried on a voice vote. <br />52 Councilmember Stoesz requested that the preliminary budget be posted on the website. <br />53 2B) Consider Resolution No. 21-100, Setting the Date and Time for a Public Hearing for the <br />54 Proposed 2022 Operating Budget and 2021 Tax Levy, Collectible in 2022 - Finance Director <br />55 Lynch noted the action setting the City's public hearing on the upcoming year's budget. <br />56 Councilmember Ruhland moved to approve Resolution No. 21-100 as presented. Councilmember <br />57 Cavegn seconded the motion. Motion carried on a voice vote. <br />58 3C) Cancelling Debt Service Tax Levy(s): i. Consider Resolution No. 21-101, Canceling the <br />59 2021/2022 Debt Service Tax Levy for G.O. Improvement Bond, Series 2013A$ ii. Consider <br />60 Resolution No. 21402, Canceling the 2021/2022 Debt Service Tax Levy for G.O. Capital Note, <br />61 Series 2016A - Finance Director Lynch noted that staff is recommending that the council approve <br />62 these two resolutions that would cancel levy of taxes for debt service on bonds in cases where the levy <br />63 of funds is not required. <br />64 Councilmember Lyden moved to approve Resolution No. 21401 as presented. Councilmember <br />65 Stoesz seconded the motion. Motion carried on a voice vote. <br />66 Councilmember Lyden moved to approve Resolution No. 21402 as presented. Councilmember <br />67 Stoesz seconded the motion. Motion carried on a voice vote. <br />68 ADMINISTRATION DEPARTMENT REPORT <br />69 3A) Consider Appointment of Police Officer —Human Resources and Communications <br />7o Manager Sawyer reviewed her written report outling the staff recommendation to hire a police <br />71 officer based on a standard hiring process and the qualifications of the candidate. <br />72 Councilmember Ruhland moved to approve the appointment of Shelby Bonczelc as recommended. <br />73 Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />74 3B) Consider Resolution No. 21403, Increasing the Benefit Level for Firefighters Vested in <br />75 the Statewide Volunteer Firefighters Retirement Plan — Human Resources and Communications <br />76 Manager Sawyer reviewed her written report recommending that the council authorize an increase in <br />77 the benefit level for firefighters (vested). Staff has studied the situation, finds the fund to be in good <br />78 condition, and finds that an increase would require no City contribution. <br />79 Councilmember Cavegn moved to approve Resolution No. 21403 as presented. Councilmember <br />8o Ruhland seconded the motion. Motion carried on a voice vote. <br />
