COUNCIL MINUTES <br />APPROVED <br />81 C) Consider Resolution No. 21404, Authorizing the Allocation of Fire State Aid to Cover <br />82 Employer Contributions to the PERA Police and Fire Plan— Human Resources and <br />83 Communications Manager Sawyer reviewed her written report requesting authorization to allocate <br />84 certain fire state aid funds to cover pension employer contributions. State law authorizes this action. <br />85 Councilmember Cavegn moved to approve Resolution No. 21-104 as presented. Councilmember <br />86 Stoesz seconded the motion. Motion carried on a voice vote. <br />87 PUBLIC SAFETY DEPARTMENT REPORT <br />88 There was no report from the Public Safety Department. <br />89 PUBLIC SERVICES DEPARTMENT REPORT <br />90 There was no report from the Public Services Department. <br />91 COMMUNITY DEVELOPMENT REPORT <br />92 6A) Consider 2nd Reading of Ordinance No. 09-21 Interim Ordinance Creating a <br />93 Moratorium for Mini Self -Storage Facilities — City Planner Larsen noted that staff is requesting <br />94 second reading of an ordinance that would put on pause development of certain storage facilities. <br />95 The ordinance allows for a year pause and staff will be reviewing the situation as part of ongoing <br />96 ordinance updates. <br />97 Mayor Rafferty asked if any comments from the public have been received. Staff said no. <br />98 Councilmember Stoesz moved to waive the full reading of Ordinance No. 09-21 as presented. <br />99 Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br />100 Councilmember Stoesz moved to approve the 2nd Reading and adoption of Ordinance No. 09-21 as <br />l01 presented. Councilmember Ruhland seconded the motion. Motion carried; Yeas, 5; Nays none. <br />102 613) Consider Resolution No. 21-91, Approve Change Order No. 1, Northeast Drainage <br />103 Area Improvement Project — City Engineer Hankee remarked on the importance of the NE <br />104 Drainage Improvement Project that will serve a good portion of the eastern side of the City. She <br />105 noted that in the course of the project, poor soils were discovered and that incurred additional cost <br />106 to the project and resulting in this request for a change order, the additional cost is within the project <br />07 contingency. <br />108 Councilmember Stoesz moved to approve Resolution No. 20-91 as presented. Councilmember <br />109 Cavegn seconded the motion.
