The outlot will then be preliminary and final platted. This is <br />similar to the development of Main Street Shoppes to the east of Otter Lake Road for <br />commercial development. <br /> <br />The preliminary plat includes the delineated wetland and acreage at 4.36 acres. <br /> <br />Streets and Alleys <br /> <br />A private road and sidewalk from Otter Lake Road extends west across the north boundary of <br />Lot 1, Block 1, Otter Crossing. The private road is proposed within Outlot A. A Declaration of <br />Driveway Easement has been drafted and will be recorded over the private road. It details the <br />ownership and maintenance responsibility of the private road and sidewalk are the developers. <br />The Declaration has been revised to also include the sidewalk and a proper exhibit and legal <br />description. The sidewalk shall also extend to the west lot line. <br /> <br />No public street improvements are required except for a southbound right turn lane from Otter <br />Lake Road onto CSAH 14 (Main Street) and traffic signal improvements. <br /> <br />The private road has been revised from 28ft wide back to back to 32 ft wide back to back. <br /> <br />An additional 60 ft of road right-of-way is being dedicated along Otter Lake Road and over a <br />35 ft wide strip that was acquired by the City in 2013 for the purpose of constructing Otter <br />Lake Road. <br /> <br />Similar to Main Street Shoppes, a Declaration of Access Control has been drafted. The <br />Declaration states the private access road to the development will have full access to Otter Lake <br />Road upon completion, but such full access must be reduced to right-in, right-out access upon <br />further extension of the Otter Lake Road to the north. <br /> <br />Staff notes the private road will eventually extend north to serve future development and <br />connect to the future full access at Otter Lake Road. Previous wetland impact concerns related <br />to the future road extension have been eliminated because the wetland is being mitigated in <br />accordance to WCA Notice of Decision issued January 27, 2021. <br /> <br />Easements <br />
