<br />WS – Item 7 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item 7 <br /> <br /> <br />Date: July 6, 2021 <br /> <br />To: City Council <br /> <br />From: John Swenson, Public Safety Director <br /> <br />Re: Daytime Fire Response <br /> <br /> <br />Background <br /> <br />The delivery of fire services has been a discussion point with Council for approximately <br />the last year. Here is a recap regarding daytime fire response. <br /> <br /> During the spring of 2020, staff developed Police Officer/Firefighter and <br />Sergeant/Firefighter position descriptions and engaged in labor contract <br />negotiations with the applicable labor groups during the summer and fall of 2020. <br />Labor contracts, which included agreed upon compensation rates for the Police <br />Officer/Firefighter and Sergeant/Firefighter positions, were ratified in December <br />of 2020. <br /> <br /> On January 13, 2021 all police staff participated in a meeting to discuss the new <br />Police Officer/Firefighter and Sergeant/Firefighter positions and answer any <br />questions regarding these new positions. All police staff had until February1, <br />2021 to elect to or decline to transition to one of the new positions. <br /> <br /> During the February 1, 2021 Council Work Session staff updated the Council on <br />this topic and informed Council that one police officer informed the City that they <br />would be willing to transition to the new Police Officer/Firefighter position. <br /> <br /> Based on the low level of interest from police staff, staff recommended <br />researching the following options to provide daytime fire response to the Council: <br />o develop a daytime fire duty crew <br />o contract with an outside vendor to provide daytime fire services <br />o collaborate with another jurisdiction for daytime fire response <br /> <br /> The Centennial Fire District (CFD) had been undergoing a study of their fire <br />operations since the summer of 2020 and a report was released in the winter of <br />2021. As part of the findings of that study and direction from Council, we have <br />engaged in talks with CFD to examine options for potential collaboration for <br />daytime fire response in the cities of Lino Lakes, Centerville and Circle Pines. <br />On April 15, 2021 CFD requested that we prepare a proposal to provide daytime <br />fire response on a contract for services basis.
