Intersections with a LOS of E or F must be <br />improved to ensure a LOS of D or better. <br /> <br />The traffic analysis evaluated four surrounding intersections adjacent to the project area. <br /> <br />• Co Rd J at Woodbridge Ln <br />• Co Rd J at St. Albans St <br />• Co Rd J at Hodgson Rd <br />• Hodgson Rd at Rohavic Ln <br /> <br />As discussed in the WSB Transportation Memorandum, dated February 6, 2019, all <br />intersections, meet the City Code requirements. However, it was noted the worst movement at <br />the CR J and Hodgson intersection, during the PM peak period, changed from a LOS D to LOS <br />E. The proposed southbound Hodgson Road right turn lane, at CR J adequately mitigates for <br />this degradation. <br /> <br />Additionally, the City of Lino Lakes, the City of Shoreview, Anoka County and Ramsey <br />County have been working together the with the applicant or the past 3+ years on right-of-way <br />acquisition, access points and intersection improvements. Lyngblomsten hired SEH to prepare <br />an Intersection Analysis and Alternatives report for the entire CSAH 49 (Hodgson Road) and <br />CR J (Ash Street) intersection and preliminary concept plans provide for additional turn lanes <br />to mitigate traffic and improve overall intersection operations. Both roads are County roads <br />and ultimately fall under County jurisdiction <br /> <br />Subdivision Ordinance <br /> <br />Conformity with the Comprehensive Plan and Zoning Code <br /> <br />The final plat is consistent with the preliminary plat, comprehensive plan and Master Plan. <br /> <br />Blocks and Lots <br /> <br />Preliminary Plat <br /> <br />The preliminary plat consists of 6 7 existing parcels (Lyngblomsten purchased 275 Ash Street). <br />These parcels are individually owned by 4 different entities now owned by Lyngblomsten. <br />Lyngblomsten currently has purchase agreements in place with all 4 owners. The senior living <br />community and restaurant are located on one existing 17 acre parcel. The future commercial <br />development will be a redevelopment of the remaining 5 6 parcels (3 acres) which is currently <br />occupied by an insurance business, vacant liquor store and recently demolished 49 Club. If the <br />terms of purchase agreement for the 3 acre commercial parcel are not finalized between the <br />private parties, the preliminary plat could be revised and the final plat presented with just the <br />one 17 acre parcel that contains the senior living campus and restaurant. The 3 acre parcel <br />would need to possibly preliminary plat and final plat at a future date. <br /> <br />The revised March 11, 2019 March 25, 2021 preliminary plat is summarized below. <br /> <br />
