30 <br /> <br />A separate public trail easement will be provided over the trail, private road and sidewalk in the <br />cottage home neighborhood and over the trail along CR J (Ash Street). The trail along CSAH <br />49 (Hodgson Road) is located within the right-of-way. <br /> <br />Powerline <br /> <br />A three-phase overhead power line runs along the eastern boundary of the property line within <br />the right-of-way. Another power line runs along the south boundary. Lyngblomsten is <br />working with the electric company to discuss burying the power lines. <br /> <br />Public Land Dedication <br /> <br />The City will require cash in lieu of land dedication. Per the City’s Park, Greenway & Trail <br />System Plan, a neighborhood park is not programmed for this area. Trail construction <br />throughout the development and along Hodgson Road and CR J will be credited reimbursed <br />based on actual costs. Estimated trail construction costs are $51,850. The clubhouse will not be <br />credited since it is a private amenity serving mainly the facility’s residents. The clubhouse has <br />been omitted. The City’s current Park Dedication fees are $3,000 $3,160 per residential unit <br />and $2,400 $2,520 per acre for commercial/industrial development. The senior building is a <br />mix of both independent living units (residential) and assisted-living and skilled care facility <br />units (commercial). The cottage home and independent living units will be charged as <br />residential units. The assisted-living units and skilled care facilities will be charged as <br />commercial users. This practice is consistent with previous assisted-living facilities <br />constructed in the City. The assisted-living units and skilled memory care facilities occupy <br />approximately half of the 4.87 4.16 acre lot (Lot 1, Block 2) and will be charged at 2.44 2.08 <br />acres. Fees are collected when land is final platted into lots and blocks. As <br />discussed, a Master Plan was prepared for the mixed use area at CSAH 49 (Hodgson Road) and <br />CR J (Ash Street) and approved by Council in 2007. The Comprehensive Plan states all <br />development in the area must be consistent the Master Plan. <br />
