31 <br /> <br />The proposed Lyngblomsten development is consistent with the Master Plan as detailed in this <br />staff report and is therefore, consistent with the Comprehensive Plan. <br /> <br />Environmental Assessment Worksheet <br /> <br />An Environmental Assessment Worksheet (EAW) is not warranted. The threshold computation <br />of unattached units (20 cottage homes) and attached units (100 IL + 50 AL 96 IL +35 AL) is <br />less than one. <br /> <br />Wetlands <br /> <br />A small 0.28 acre wetland exists in the northwest corner of the site. A wetland delineation was <br />completed by Kjolhaug Environmental in June 2018. A WCA Notice of Decision was issued <br />by RCWD on October 3, 2018. The wetland is not part of the Wetland Management Corridor <br />and formal recorded conservation easement documents or declarations are not required. The <br />City will instead require a minimum 25 foot wide wetland buffer and signage via Council <br />resolution. There are no wetland impacts. <br /> <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />Adjacent Jurisdiction Review <br /> <br />As discussed, the City of Lino Lakes, the City of Shoreview, Anoka County and Ramsey <br />County have spent several years working with the applicant on right-of-way needs and access <br />points to the development. Adequate right-of-way is being dedicated along both CSAH 49 and <br />CR J. Anoka County and Ramsey County are analyzing turn lane options along these corridors <br />that are outside the scope of the Lyngblomsten project. <br /> <br />During the PUD Concept Plan Review, the City of Shoreview commented the development <br />should be served by City of Lino Lakes utilities. This has been accommodated. Shoreview <br />also expressed traffic and access concerns along CR J and recommended a traffic study be <br />required. A traffic study has since been completed and distributed to all agencies. The City <br />also noted the need for trail connections along which has been addressed. Overall land uses are <br />compatible. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the land use application on February 6, 2019. Overall, <br />comments were positive. The Board recommended attention be given to the stormwater pond <br />infiltration, wetland buffer signs, landscape buffers and screening. <br /> <br />Public Safety Comments <br /> <br />The Police Division reviewed the proposed development. With the proposed turn lanes on <br />Hodgson Road and CR J into the site, there does not appear to be any public safety concerns at
