8 <br /> <br />Commercial development on the southern portion of the site includes a restaurant and future <br />commercial pad that will be built out in the future. Additionally, this type of senior living <br />campus does serve as an employment center for the staff. The City has previously treated <br />assisted living facilities as commercial uses in both the Legacy development (Lino Lakes <br />Assisted Living) and with Gracewood Assisted Living. <br /> <br />• Tax increment financing and tax abatement on qualifying properties should be considered <br />potential tools for implementing the Master Plan. <br /> <br />The applicant has been approved for tax incremental financing to assist with the development <br />of this project. <br /> <br />Overall, the PUD Final Plan is consistent with the general goals of the Master Plan. <br /> <br />Transportation and Access <br /> <br />• Accesses to Hodgson Road and Co. Rd. J are to be located at the points indicated on the <br />Master Plan. <br /> <br />The City of Lino Lakes, the City of Shoreview, Anoka County and Ramsey County have been <br />working together the with the applicant for the past 3+ years on right-of-way acquisition, <br />access points and intersection improvements. Lyngblomsten hired SEH to prepare an <br />Intersection Analysis and Alternatives report for the entire CSAH 49 (Hodgson Road) and CR J <br />(Ash Street) intersection and preliminary concept plans provide for additional turn lanes to <br />mitigate traffic. Both roads are County roads and ultimately fall under County jurisdiction. <br />Anoka County may undertake the intersection improvements and such work would be subject <br />to an agreement between the County, Developer and City. <br /> <br />o There is to be one full access on Hodgson Road, located 990± ft north of the CR J <br />intersection (approx. 330 ft south of the northern edge of the study area). This access is <br />to be centered on the property line east of Hodgson at this location. No other new <br />permanent accesses are to be allowed. As development occurs, the City will work <br />toward eliminating all other accesses along Hodgson. <br /> <br />Access to Hodgson Road is proposed at two locations: a full movement access approximately <br />1000 ft north of CR J that is consistent with the Master Plan and a right-in/right-out access <br />approximately 440 ft north of CR J. This second access will improve circulation and <br />accessibility to the site and is recommended by staff. <br /> <br />Preliminary plans show the north access has a southbound 12 ft wide right turn lane, a 12 ft <br />wide thru lane and a varying width left turn striped median that provides access to 6064 & 6074 <br />Hodgson Road (Rock Gardens). Northbound lanes include a 12 ft left turn lane, 12 ft wide thru <br />lane and the existing right turn paved shoulder. <br /> <br />The south access is Right In/Right Out only. It has a southbound 13 ft wide right turn lane, a <br />12 ft wide thru lane and 12 ft wide left turn striped median that provides access to 6020 & 6034 <br />Hodgson Road (Bob’s Auto Ranch). Northbound lanes include a 12 ft wide thru lane and <br />existing right turn paved shoulder.
