9 <br /> <br />o West of Hodgson Rd., there is to be one access onto CR J, located as far west as <br />possible from the Hodgson/CR J intersection. This new access is to be constructed as <br />right in/right out only. This will be a driveway into the development site, and there will <br />be access easements on that site to provide access to, from, and through property to the <br />north, leading to the full access on Hodgson. No other new accesses are to be allowed. <br />The City will work toward eliminating all other accesses along CR J. <br /> <br />As supported by Resolution No. 19-42, Lyngblomsten acquired the 0.54 acre parcel to the west <br />of their project (275 Ash Street) and has shifted Gateway Drive Blanchard Boulevard to the <br />west approximately 50 ft to align with St. Albans Street to the south. Gateway Drive Blanchard <br />Boulevard is now approximately 400 ft to the west of CSAH 49 (Hodgson Road). This <br />provides greater access spacing along CR J (Ash Street) and reduces the previous road off-set <br />between Gateway Drive Blanchard Boulevard and St. Albans Street. <br /> <br />This intersection access has a westbound 13 ft wide right turn lane, a 12 ft wide thru lane and <br />10 ft striped median. Eastbound has a 12 ft wide left turn lane, a 12 ft wide thru lane, and 6 ft <br />wide paved shoulder. <br /> <br />The City of Shoreview has expressed concerns regarding cut through traffic south onto St. <br />Albans Street. Currently, there are times when eastbound traffic on CR J turns right onto St. <br />Albans St. to avoid backups at the main CR J & CSAH 49 intersection due to the lack of a <br />dedicated southbound right turn lane onto Hodgson Road. The proposed SEH intersection <br />improvements provide a 12 ft wide right turn lane, 12 ft wide thru lane and 12 ft wide left turn <br />lane at the intersection. These changes will improve traffic circulation through the intersection <br />and minimize the need for cut through traffic. The City of Shoreview is also requesting the <br />intersection at CR J and St. Albans be a ¾ intersection. This would be supported by Lino <br />Lakes and Anoka County staff. <br /> <br />• The access points, right of way, and internal circulation routes noted above are to create a <br />circulation network serving all properties in the study area rather than individual <br />driveways onto arterial and collector roads that serve only individual properties. <br /> <br />A public road will extend north-south through the development providing public access to the <br />senior housing complex, restaurant and future commercial development. The road right-of-way <br />is 60 ft wide and the paved road surface is 32 ft back to back. Sidewalk is proposed on both <br />sides of the public road on the north end and on the east side toward the south end closest to the <br />development. On-street parking will be allowed on both sides. <br /> <br />A 26 foot wide private road will serve the cottage home neighborhood. Sidewalk is proposed <br />on the south side and will connect to the public road sidewalks. Two parking areas with a total <br />of 11 parking stalls are provided on the west and east ends of the private road for visitors. No <br />parking will be allowed on the private road. The east end cul de sac was flipped to the south to <br />provide more separation between some of the cottage homes. <br /> <br />The southerly right in/right out access off of CSAH 49 (Hodgson Road) will also be a <br />commercial private road. The paved road surface has been reduced from 32 to 26 ft wide back <br />to back. Both private roads will be owned and maintained by the developer. <br />
