Public Works Facility Tour, Rick DeGardner 14 <br />The Council will reconvene at the Civic Complex following the Public Works Facility 15 <br />Tour at approximately 6:15 p.m. 16 <br />2. NE Drainage Area East/ Otter Lake Road – Wetland Delineation – 17 <br />Community Development Director Grochala reviewed his written report. He reviewed 18 <br />map information indicating the need to work through some issues related to wetlands in 19 <br />NE Drainage Project area. Staff is asking for WSB & Associates to provide wetland 20 <br />delineation services to assist in project planning. The cost would be covered from the 21 <br />Surface Water Management Plan. 22 <br /> 23 <br />Mayor Rafferty asked about the timing of the work (holding off) and if that would hold 24 <br />up any development. Director Grochala noted development that would be delayed and 25 <br />added information on the implications of delaying the construction of Otter Lake Road. 26 <br /> 27 <br />Councilmember Lyden asked about wetlands within the project area that have already 28 <br />been delineated. Mr. Grochala noted on the map areas where that has occurred. Mr. 29 <br />Grochala also explained the sequence of wetland delineation. 30 <br /> 31 <br />Councilmember Lyden discussed the capacity of the pipe going under the highway, 32 <br />receiving assurance that it will be large enough to accommodate needs now and in the 33 <br />future. 34 <br /> 35 <br />Councilmember Stoesz asked if property owner permission will be needed and that was 36 <br />confirmed; if a property owner refuses, something will have to be worked out. Mr. 37 <br />Grochala indicated that he has already spoken with some of the large property owners. 38 <br /> 39 <br />Councilmember Ruhland asked about the need for wetland credits.
