CITY COUNCIL WORK SESSION <br />DRAFT <br /> 2 <br />possible areas that would work. 42 <br /> 43 <br />The council and staff discussed the time frame; City Engineer Hankee explained that it is 44 <br />a quick project but can’t be done right away due to crops. The council also discussed 45 <br />street plans. 46 <br /> 47 <br />The council concurred that the delineation project should proceed. 48 <br />3. Environmental Board Annual Work Plan – Environmental Coordinator Andy 49 <br />Nelson and Environmental Board Chair John Sullivan were present. Mr. Nelson 50 <br />reviewed his written report that included the Environmental Board’s work plan. 51 <br /> 52 <br />Mayor Rafferty noted the statement on water and water aerators; how would the 53 <br />ordinance change? Mr. Nelson said that aerators don’t appear in ordinance now so it 54 <br />would actually be adding language. The mayor noted recycling and asked how the 55 <br />current program is going and the thought behind the recycling goal. Mr. Nelson noted 56 <br />that the organics program is one of the most popular and by adding new drop off sites, the 57 <br />City can add capacity and growth resulting in a major impact on reducing waste. Mayor 58 <br />Rafferty asked about the doggie waste station item and noted that he would like to see 59 <br />availability as much as possible; how are stations added? Mr. Nelson suggested that the 60 <br />sites are added based on need; expansion is somewhat limited by staff time required. 61 <br /> 62 <br />Councilmember Cavegn asked, regarding organics recycling, how much is that being used 63 <br />now? Mr. Nelson reported that the four sites generally get serviced once a week and they 64 <br />are mostly full. Councilmember Cavegn asked for more information on the item dealing 65 <br />with recycling at businesses properties. Mr. Nelson noted that haulers have to provide the 66 <br />capacity to recycle three materials as determined by the businesses. The businesses can 67 <br />get funding assistance from the County to increase their recycling and staff would 68 <br />propose to share information on that opportunity. 69 <br /> 70 <br />Councilmember Lyden asked if there is anything the Council can do to support the 71 <br />Environmental Board. Chair Sullivan suggested that the Board is generally composed of 72 <br />environmentalists and they see their role as providing advice to the council in that area. 73 <br />One of the things that bothers them as environmentalists right now is that some residents 74 <br />of the City are not following the watering restrictions. That calls for more enforcement. 75 <br />Mayor Rafferty explained that staff has been directed to move from warnings to a fine 76 <br />when that is appropriate. Chair Sullivan added that ignoring watering restrictions impacts 77 <br />the City’s situation with manganese in the water and the need for a treatment facility. 78 <br /> 79 <br />Councilmember Stoesz asked about proposed ordinance changes (in the area of natural 80 <br />resources). Mr. Nelson noted that would be a part of zoning ordinance updates that are in 81 <br />progress; there are aspects within zoning law that apply to environmental areas and so the 82 <br />Board will have the opportunity to looks at the changes. 83 <br /> 84 <br />Councilmember Stoesz remarked that the aerator idea is a good one if it will help with the 85
