Mr. Nelson explained that adding an 86 <br />aerator doesn’t cure problems but may provide some relief from the homeowner aspect. 87 <br />Staff explained that the management of the aerator would be a volunteer situation and 88 <br />also there will be parameters for ponds that can have an aerator. 89 <br /> 90 <br />The council discussed situations where aerators have been installed already and how the 91 <br />City approaches that. Director Grochala explained that the City has generally allowed 92 <br />those to exist as long as they aren’t causing a problem; also there are some water bodies 93 <br />that aren’t officially part of the City’s storm water system. 94 <br /> 95 <br />Councilmember Ruhland asked if aerators cause a faster rate of evaporation and staff 96 <br />concurred. 97 <br /> 98 <br />Mayor Rafferty asked for an update on the City’s emerald ash borer (EAB) program. Mr. 99 <br />Nelson noted that this year there will be some treatment of City trees and it will be as 100 <br />aggressive as possible. Mayor Rafferty asked about stumps; it seems like there are quite a 101 <br />few; Mr. Nelson confirmed that the stump grinder comes out when there are enough that 102 <br />it makes sense. 103 <br /> 104 <br />Councilmember Lyden asked if there is any possibility of adding greenways to the area 105 <br />freeways, something that would grow up in 20-30 years as a beautiful addition. Director 106 <br />Grochala noted the regional park along I-35W. 107 <br />Mr. Nelson remarked that the Board has a history of good work and there has been great 108 <br />environmental work accomplished. Adapting to change is an important role the Board 109 <br />takes seriously. 110 <br /> 111 <br />The council is open to accepting the work and goals of the Environmental Board. 112 <br /> 113 <br />Councilmember Lyden remarked that the tree preservation process that’s included in 114 <br />development doesn’t seem to be preserving enough trees. Mr. Grochala suggested that 115 <br />process will be included in the zoning ordinance update 116 <br />4. 77th Street Realignment – Land Acquisition – Community Development Director 117 <br />Grochala noted a purchase agreement and sub-agreement. He reviewed property that has 118 <br />been acquired and what is still needed, utilizing a map that showed the corridor. Staff is 119 <br />asking if the council supports discussion with the remaining property owners. The cost of 120 <br />preparation of offers is estimated at about $5,000 per property. Councilmember Cavegn 121 <br />noted the Carpenter property and asked if a land swap would be possible. Mr. Grochala 122 <br />reviewed the access needs and how staff envisions things moving ahead and finally noted 123 <br />that anything could be on the table at this point. Councilmember Stoesz asked about the 124 <br />possibility of negotiating without the $5,000 price tag. Mr. Grochala remarked that staff 125 <br />will work out the best deal possible but the City has some inherent responsibilities. 126 <br />Councilmember Lyden said he can see this needs to happen and wonders what role timing 127 <br />plays in the process; Mr. Grochala concurred that he is concerned with timing. 128 <br /> 129
