COUNCIL MINUTES <br />DRAFT <br />3 <br />5C) Consider Resolution 21-94, Naming Park at Centerville Road and Birch Street and 81 <br />Consider Renaming Current City Hall Park – Public Services Director DeGardner read his 82 <br />written report requesting that the council approve a resolution naming and renaming certain City 83 <br />parks in alignment with the recommendation of the City Park Board. 84 <br />Mayor Rafferty noted the discussion of this matter at the council worksession. The Tower Park 85 <br />name was embraced but the council discussed waiting on the Main Street park renaming. 86 <br />Councilmember Stoesz moved to approve Resolution No. 21-94 as amended to approve the naming 87 <br />of Tower Park but postponing consideration of renaming City Hall Park. Councilmember Lyden 88 <br />seconded the motion. Motion carried on a voice vote. 89 <br />COMMUNITY DEVELOPMENT REPORT 90 <br />6A) Consider 1st Reading of Ordinance No. 09-21 Interim Ordinance Creating a Moratorium 91 <br />for Mini Self-Storage Facilities – City Planner Larsen explained that staff and the Planning and 92 <br />Zoning Board held a public hearing last week on this interim ordinance establishing a moratorium on 93 <br />mini self-storage facilities in the City. This would give staff an opportunity to review zoning 94 <br />regulations. 95 <br />Mayor Rafferty remarked that it’s important to take a look at ordinances/regulations when necessary. 96 <br />There is an opportunity for more council review and discussion prior to the second reading in two 97 <br />weeks. 98 <br />Councilmember Lyden moved to approve the 1st Reading of Ordinance No. 09-21, as presented. 99 <br />Councilmember Cavegn seconded the motion. Motion carried on a voice vote. 100 <br />6B) Consider Resolution No. 21-97, Accepting Quote and Awarding Contract, 2021 Water 101 <br />Service Condition Review – City Engineer Hankee explained that a water service condition review 102 <br />is recommended. Staff has found change orders are the result of inadequate review. Better to 103 <br />understand what’s down there before bidding on projects. This could also guide the work that needs 104 <br />to be done, i.e. if water service work isn’t done, more road work could occur. Staff is 105 <br />recommending approval of the quote received. 106 <br />Mayor Rafferty explained that this would give the City and engineer a bigger picture going into 107 <br />project planning. He appreciates staff’s efforts in bringing this forward. 108 <br />When Councilmember Cavegn asked about how information will be used, Ms. Hankee said that 109 <br />information will allow staff to plan these projects better. There would be full replacement of 110 <br />services when problems are indicated as a proactive measure. 111 <br />Councilmember Stoesz asked about water service impact during the study; Ms. Hankee said water 112 <br />would be out for a single day (notices will be involved). 113 <br />Councilmember Cavegn moved to approve Resolution No. 21-97 as presented. Councilmember 114 <br />Stoesz seconded the motion. Motion carried on a voice vote. 115 <br />6C) Consider Resolution No. 21-98, Approving Participation in the Local Housing 116 <br />Incentives Account Program Under the Metropolitan Livable Communities Act- Community 117 <br />Development Director Grochala reviewed his written report requesting council approval for City 118 <br />participation in this program. He noted past participation and benefits of participation. 119 <br />Councilmember Cavegn moved to approve Resolution No. 21-98 as presented. Councilmember 120 <br />Lyden seconded the motion. Motion carried on a voice vote. 121
