Lino Lakes Potential ARPA Expenditures <br />10/4/2021 <br /> <br />Fiscal Recovery Funds must be used in one of the four eligible use categories specified in <br />the American Rescue Plan Act and implemented in the Interim Final Rule: <br />1) To respond to the public health emergency or its negative economic impacts, including <br />assistance to households, small businesses, and nonprofits, or aid to impacted industries <br />such as tourism, travel, and hospitality; <br />(a) Purchases of personal protective equipment <br />(b) Adaptions to public buildings to implement COVID-19 mitigation tactics <br />(c) Support for isolation or quarantine <br />(d) Rehiring public sector staff up to the pre-pandemic staffing level of the <br />government (payroll, covered benefits, and other costs associated) <br />(e) Decreases to a state or local government’s ability to effectively administer <br />services <br /> <br />2) To respond to workers performing essential work during the COVID-19 public health <br />emergency by providing premium pay to eligible workers; <br /> <br />3) For the provision of government services to the extent of the reduction in revenue due <br />to the COVID–19 public health emergency relative to revenues collected in the most <br />recent full fiscal year prior to the emergency; and <br />(a) Provision of government services which include but are not limited to: <br />(i) Maintenance of infrastructure <br />(ii) Pay-go spending for building new infrastructure or purchasing capital <br />equipment <br /> <br />4) To make necessary investments in water, sewer, or broadband infrastructure. <br />(a) Eligible projects under EPA’s Clean Water State Revolving Fund (CWSRF) <br />and Drinking Water State Revolving Fund (DWSRF) <br />(i) Funds may be used for road repairs directly related to an eligible water or <br />sewer project <br />(b) Deliver minimum broadband speeds of 100 Mbps download and 20 Mbps <br />upload speed and be scalable to 100 Mbps upload speed <br />(i) Designed to serve unserved or underserved households and businesses not <br />currently served by a wireline connection that reliably delivers at least 25 <br />Mbps download speed and 3 Mpbs of upload speed <br />
