Creating a process for plan modifications or amendments to a PUD. <br /> <br />The P&Z Board generally supported the draft language. <br /> <br />We are also proposing to create a section in the subdivision to allow rural conservation <br />subdivisions that cluster the lots and preserve a minimum of 50 % open space. In order <br />to incentivize this type of development, we will establish standards and allow the <br />development to proceed by right with approval of a preliminary plat and final plat only. <br />The P&Z was generally supportive of this concept but did have questions about where it <br />would be implemented and how it would apply. Staff will provide the draft language at a <br />future meeting. <br /> <br />General Provisions Changes <br /> <br />City staff prepared a summary of Zoning Ordinance changes to the General Provisions <br />section needed to comply with State Law, eliminate inconsistencies in the document, <br />better reflect City goals and make the ordinance easier to read and understand. This <br />initial round of edits was reviewed at the June P&Z meeting and was generally met with <br />support. <br /> <br />We have prepared a redlined version of the changes for review. The redlined document <br />is attached for your review and changes are shown by deleting the stricken material and <br />adding the underlined material. A few highlights: <br /> <br />1. The non-conforming use section has been revised for compliance with the 2009 <br />changes to MN Statute §462.357, Subd.1e. <br /> <br />2. The word “quadraminium” is not commonly used and has been replaced with the <br />word townhouse. <br /> <br />3. Provided a consistent standard across districts for garage sizes. <br /> <br />4. Accessory buildings. Added language to note that no building permit is be <br />required for detached accessory buildings containing 200 sq. ft. in gross floor area <br />or less to be consistent with MN State Building Code. Such buildings will still <br />require a Zoning Permit to ensure compliance with Code standards. Additionally, <br />we have added a section to allow one detached accessory building under 120 <br />square feet by right, which will not be counted against the total number of <br />allowed accessory structures in the district. <br /> <br />5. Added standards for carports. <br /> <br />6. We added placeholders for definitions that will be added to the landscape <br />standards. All definitions will be updated as part of the final round of edits this <br />fall/winter. <br /> <br />7. Reviewed the parking standards and reformatted as a table to make it easier to <br />read.
