3. General Provisions_V1 <br /> <br />3-55 <br /> <br />c. In addition to the required direct physical access along the frontage of the lot <br />or parcel to the approved public or private roadway, a lot or parcel may have existing private <br />easement access drives to the lot over adjacent lots or parcels. <br /> <br />9. Grade Elevation. Excepting driveways for single family and two family <br />dwellings, the grade elevation of a parking area shall not exceed five (5) percent. <br /> <br />10. Striping. Except for single, two family, townhouse, townhousequadraminiums, <br />and green parking lots, all parking stalls shall be marked with white or yellow painted lines not <br />less than four (4) inches wide. <br /> <br />11. Lighting. Any lighting used to illuminate an off-street parking area shall be <br />arranged as to reflect the light away from the adjoining property. All exterior lighting shall comply <br />with §1007.043 (6) of this Ordinance. <br /> <br />12. Curbing and Landscaping. Except for single, two family, townhouse and <br />townhousequadraminiums, all open off-street parking shall have a continuous concrete perimeter <br />curb barrier around the entire parking lot. Said curb barrier shall not be closer than the required <br />parking setback of the respective zoning district. Grass, plantings or screening shall be provided <br />in all areas bordering the parking area. <br /> <br />13. Screening. When a parking area of six (6) spaces or more is adjacent to a street <br />or residential area, a berm, wall, or fence not less than four (4) feet in height shall be erected along <br />the parking area to screen headlights. Grass or plantings shall occupy the space between the <br />parking lot curb or fence and the street surface. (The City Council may recommend screening in <br />lieu of fencing.) <br /> <br />14.13. Parking Lot Landscaping. <br /> <br />a. All exposed parking areas of six (6) or more required spaces shall be <br />landscaped on all sides in compliance with §1007.043 (17) of this Ordinance. <br /> <br />b. Within off-street parking facilities for commercial uses of fifty (50) or more <br />stalls, irrigated landscaped islands or peninsulas or rain gardens shall be provided at a rate of one <br />hundred (100) square feet per twenty-five (25) surface stalls or fraction thereof. Such islands or <br />peninsulas shall be contained within raised, curbed beds consistent with other applicable parking <br />lot construction requirements of this Ordinance. It is not the intent of this section to relieve a project <br />of the installation of islands or peninsulas that are necessary to promote the safe and efficient flow <br />of traffic, regardless of parking lot size. <br /> <br />c. No landscaping or screening shall interfere with drive or pedestrian visibility <br />for vehicle entering, circulating or exiting the premises. <br />
