CITY COUNCIL WORK SESSION <br />DRAFT <br /> 2 <br />as maintenance equipment; 44 <br />- Solar and Wind Energy – new language focuses on energy for single home, not on a 45 <br />larger scale; it was clarified that there have been a couple of cases of free standing 46 <br />structures and they have been treated as accessory structures (for setback, etc.); rural 47 <br />properties can go larger than single family; more drafting ahead to be reviewed by 48 Planning and Zoning; 49 - Temporary Structures – Mayor doesn’t want it to be oppressive to business/construction 50 <br />but managing the amount of time is a good idea; 51 <br />- Metal Roofing – the council asked about the Planning and Zoning discussion – did they 52 <br />talk about different approaches to different zoning districts and it was explained that the 53 <br />discussion was more about flexibility on the product especially recognizing that new 54 products are coming forward; 55 - Fuel Stations – Councilmember Stoesz remarked that the regulations seem somewhat 56 <br />extreme; staff clarified that there was no substantive changes in that area; redlining relates 57 <br />to moving language to another area. 58 <br /> 59 The mayor noted his interest in the requirement of 25% brick or stone for the front of 60 homes; staff clarified that requirement exists for multi-family buildings; there is no 61 requirement for single family homes. 62 <br /> 63 <br />Ms. Lindahl noted that updated information presented is to date and additional 64 <br />discussions are planned for other zoning ordinance areas in the coming weeks. She 65 <br />reviewed the schedule going forward anticipating April 2022 council action. 66 67 Mayor Rafferty asked staff to forward the PowerPoint presentation to all council 68 <br />members. The mayor also noted garage size and the need to look at those regulations 69 <br />with current conditions and needs in mind. Staff noted that changes will result in 70 <br />building cost implications. Councilmember Ruhland suggested that needs depend on 71 <br />individual developments and he isn’t certain about changing the minimum standards. 72 <br />Community Development Director Grochala remarked that it makes sense for staff to 73 look further at the issue with the understanding that there are industry standards. 74 <br />Councilmember Lyden suggested looking at R-1 and R-1X separately; form follows 75 <br />function. 76 <br /> 77 <br />Mayor Rafferty recommends that all councilmembers take the time to review the redlined 78 <br />document; one councilmember asked for a non-redlined version. 79 <br />2. American Rescue Plan Act (ARPA) Eligible Expenditures – Finance Director 80 <br />Lynch noted her written report which is a quick overview. Staff is still awaiting 81 <br />information but would like to highlight how staff currently feels the funds could be used 82 <br />by the City. She noted that staff feels that the former YMCA facility would fall under at 83 <br />least one of the eligibility criteria. Specific projects are not listed as staff is trying to keep 84 plans high level. More guidance (from the U.S. Treasury) is coming at the end of the 85 <br />November. Ms. Lynch remarked that the City is pretty much in the same place as other 86 <br />cities as they look at plans to utilize the funds. 87
