CITY COUNCIL <br />AGENDA ITEM 5B <br /> <br /> <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br /> <br />MEETING DATE: November 8, 2021 <br /> <br /> TOPIC: Consider Approval of Resolution No. 21-138, Affirming the <br />Opening of the Lino Lakes Activity Center With a Target Date of <br />April 1, 2022, Rick DeGardner <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />BACKGROUND: <br /> <br />In July of 2020, the City was notified the YMCA would not be reopening the Lino Lakes <br />Facility. In November of 2020, the City retained Isaac Sports Group (ISG) to evaluate potential <br />facility operating options. In accordance with the development agreement between the YMCA <br />and the City, the YMCA transferred their property and building to the City on March 1, 2021. <br /> <br />The City Council accepted the Recreation and Aquatic Center Feasibility Study, prepared by <br />ISG, on June 28, 2021. The report examines programming options, three potential management <br />models, and multiple fee structures. Financial operating budgets and projections were developed <br />to evaluate the different options. The report also includes considerations for long term <br />development and expansion, along with a project timeline and next steps. Keys to success are <br />also included as a resource to identify key operating best practices and needs necessary to make <br />the facility a success. <br /> <br />The City Council accepted the ISG Scope of Services Proposal during the August 23, 2021 City <br />Council meeting to develop potential fitness and aquatic partnerships, and provide management <br />support and development. <br />On September 13, 2021, the Council approved a contract with GameDay Sports for brand <br />development and marketing plan development as well as an architectural services agreement with <br />DSGW Architecture. <br /> <br />The City Council received overwhelming positive responses from area residents and businesses. <br />Staff continues to develop the hybrid model and prepare for an opening of April 1, 2022. <br /> <br /> <br />RECOMMENDATION: <br /> <br />Approve Resolution No. 21-138, Affirming the Opening of the Lino Lakes Activity Center with <br />a target date of April 1, 2022. <br />
