The report examines programming options, three potential
management models, and multiple fee structures. Financial operating budgets and projections
were developed to evaluate the different options. The report also includes considerations for long
term development and expansion, along with a project timeline and next steps. Keys to success
are also included as a resource to identify key operating best practices and needs necessary to
make the facility a success; and

WHEREAS, The City Council accepted the ISG Scope of Services Proposal during the August
23, 2021 City Council meeting to develop potential fitness and aquatic partnerships, and provide
management support and development; and

WHEREAS, On September 13, 2021, the Council approved a contract with GameDay Sports for
brand development and marketing plan development as well as an architectural services
agreement with DSGW Architecture; and
WHEREAS, the City Council received overwhelming positive responses from area residents
and businesses; and

WHEREAS, the City Council has determined operating a community activity center is
beneficial to Lino Lakes residents and businesses.

NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Lino Lakes
hereby affirms the opening of the Lino Lakes Activity Center with a target date of April 1, 2022.

Adopted by the Lino Lakes City Council this 8th day of November, 2021.

The motion for the adoption of the foregoing resolution was introduced by Council Member
